Make coat hangers / racks (?) craftable

exactly what it says on the title.

I like having coat racks, just like the Detective's, in my lab as Natascha Sukhoi so I can hang labcoats, makes for a more immersive thing. You really shouldn't use labcoats outside of the lab anyways.

But I can't craft them and always have to pester admemes with ahelps to bus one.

so uh. make it craftable with metal pleasies?
