Include more items as an option in the loadout screen

There are a lot of outfits and costumes in the code that provide no real mechanical upsides, yet are only available if you happen to find them.

I can understand why some items, such as the psychedelic jumpsuit, cue ball helmet, imperial monk, and other such flashy and desirable items might be harder to find. After all, their rarity is part of what makes them so great. And things like the pirate outfit, the clown outfit, the mime outfit, or the soviet uniform not being available in the loadout screen also make sense, as they're all fairly silly outfits, and it would be difficult to justify why your character would be bringing them to work.

But I don't understand why some have to be unobtainable by anyone except by lucking out and finding it in maint, which you may not even have access to. Things like the workman's outfit, the postman's outfit, the green "captain's" suit, or the vice officer's suit are entirely unobtainable unless you retrieve them from maint, yet they aren't really desirable (or rare), nor are they really that silly.

TL;DR Make items that aren't too wacky or rare for a reason available through loadout

It's more about convenience.

Sure, you could make an item app and wait a few weeks, maybe even longer for it to get approved.

But why do all that and have all that trouble when it could just be as simple as clicking a few items in the loadout screen?
