Overview of the Incident:

Doctor Gonzales admitted to giving two medical staff "scholarships" as a grant for schooling. It was reported that he removed 5000cr from his personal account, and all 5000cr of the medical department account, divided into two between the staff. They refused to concede that station department accounts are for the purpose of department orders, repairs, and such. Gonzales refused to reveal which two staff were given the grants and insisted that department accounts are to be used at his own leisure, instead of for department funding. Furthermore, they have refused to communicate at all until contacted directly by a central command staff member. The suspected recipients of the "grants" are Lynsey Feufer, Medical Resident, and Jikar Rajah, Medical Resident.

Reported staff is the head of their department, no IAA present.

Fax of incident report to central command, records keeping and financial account evidence secured.

Additional Notes:

Dr. Gonzales consistently refused to listen to input from all other heads of staff regarding not only this incident, but an investigation into a breach of Station Directive 4, regarding one of his staff. He repeatedly insisted that the Head of Security and Head of Personnel had no authority over the situation, and that they would only talk to Central Command Internal Affairs. They were not detained or fined at the time of the incident so that a proper investigation from CCIA could be filed onto the legality of the issue.
