While this is partially the reason I applied myself, I think it's worth answering as though you were targeting multiple command positions. While the expectations placed on an IAA are different compared to Heads or the Captain, you'll be getting access to all those slots at once with this whitelist, and there's theoretically nothing stopping you from making Captain Urist McBadbeard the moment your account is whitelisted. In my opinion, with all Head roles, there's more to the job than just playing the job slot. Since all we have to go on is what you write down here, what sort of answer would convince people who don't know you to give you the chance?
I feel as though there could be more to answer this with. Let's say you're a CMO for a shift and your entire medical team is not only competent, but exceptional at their jobs. Are you then purposeless? What other reasons does a Command character exist in the round for, other than to teach? Additionally, since you're applying for IAA and they have no department to teach in the first place, what do you consider the purpose of an Internal Affairs Agent to be, OOC? Keep in mind that they are distinct from CCIA Agents on our server, who often handle cases that persist between rounds.
Also, at the end of that paragraph, you wrote this:

The two questions are similar, but I don't think they're similar enough to warrant the same answer. As a Head of Staff, or even an IAA, you have access to tools and information that can change the course of a round, and therefore the enjoyment of other people around you. Are you aware of what some of those tools are, as they pertain to our server? Some things Heads are expected to know, even when they may not be written down in the most obvious spots. There are regulations concerning alert statuses, evacuations, the nuclear bomb, and other things, as well as OOC rules/guidelines concerning loyalty implants, characters in the Captain job slot, the validity of character employment records, and more. Are you aware of some of these expectations?
Additionally, you write that you would try to help other characters by assisting them in their positions to become better in them. Do you consider this appropriate for an Internal Affairs Agent?
Backstories are not as important to me as the above, when I'm looking at Head apps, but they are still important for gaining a sense of how you write and think. I can think of a few comments for Dirnt, here:
Since you mention this desire to lead a couple times in the backstory blurb, you should be aware that IAA has next to no actual command power aboard the station. While they have bridge access and a means by which to independently contact CentComm, they can't typically overrule a Head of Staff decision, even if that decision is a blatant violation of regulations. IAAs also have no ability to control or make most demands on the rest of the station's staff. With these things in mind, is the Internal Affairs division something Dirnt would have targeted?
While it's not necessarily bad to project a little of the self onto a character, these answers tell us nothing about Dirnt, since none of us know you well yet. What other things did you consider when you were creating him that you might be able to share with people trying to learn about him? Does he have a central conflict, or a quality you enjoy, or find hard to play?
It would be nice to see some evidence of his ability to be a natural born leader in the provided backstory. What did he do in the years after school? How does he handle crises or dilemmas in a way that allowed him to stand out? What elevated him over the mess of other people targeting his desired job? While it's possible to take statements like "he is a natural born leader" at face value, it helps to illustrate that for the people who don't know him.

Alright, I'm not very familiar with this form so I will be addressing all of the topics you have brought up by paragraphs.
So first off, you said that it does pertain to all head of staff positions, and I should have mentioned that, that was a fail on my part. A better answer would be, that I would like to be able to play as Head Positions and go about the station and roleplay my part and play my part and do what it takes to accomplish the task at hand whether it be preforming a surgery, or taking down a great threat to to the station, or even lots and lots of paper work
When you talked about the purpose of a head of staff being just to teach yes I should have added on. As I come back I realize the faults in this app, possibly due to the late time but, its too late now, I'll just explain it better here. A key part of being a leader is to teach the incompetent, and guide the competent. You find everyone's weaknesses, and turn them into strengths, and take their strengths and use them to your advantage. As a head you are the glue to that department, you hold it together, and make sure it runs smoothly. As for being IAA, from when I used to play it on Soap they are a paper work jokey, and they were there to report to CC when needed. I have no idea if it has changed much on this server or just in bay as a whole, if so please fill me in I would like to know the changes.
Referring to when you asked me, what quality's made him a good CMO, I believe that it would be for one he got better than me, he knew EVERYTHING there was to medical, I'm not even joking about that he spent a lot of time there, and lastly he was great at running the medical department, when there was a issue within the department he would find a way to get them solved in a efficient way, and when there was a crisis on the station, he would order everyone in his department on what to do to assist in the situation.
To answer your question about what a whitelisted person's duty would be OOCly now that you have shredded some light on the situation, Yes I 100% agree with you that as a head everyone's enjoyment depends on you. This is why OOCly you must keep that in mind. To more efficiently answer that question I think that they would have to keep other peoples interests, and enjoyment in your head and make sure your actions don't ruin a round for someone, and yes I am aware that heads are expected to know about all of the expectaions and I will strive to up hold them.
The IA is kind of a head of staff position, but at the same time its not, I don't know would it would be classified as, but no I don't think that OOCly the duty of an IA is to help teach others, I think it would be more to keep everyone strait, considering you are the voice of CC in a way, Communication with CC is not important but CRUCIAL, I have never gone a round as IAA when I haven't faxed CC about issues that need to be addressed
The back story was very bad and I should feel bad about it, as a Armature Writer I struggle to create back story's for characters on the sport, it is something I make up as the journey progresses. For example I have old character on another server named Danny Holmes. As time progressed I learned how to do Robotics, and I played that a lot. This is when I started to create his story. I said he was a great at robotics and later on left the NSS Exodus to go work directly for NT for in robotics creating what ever they assigned him to. My brother added on and he created a robot character ( I completely forgot what they called, but it was a race we as a server created it isn't what you are thinking) And as a flavor text he put, " On the back of it's head it says D.H" And that was Danny's initials. There is a lot more but, I won't go into it.
A possible solution to it would be to scrap that character and go with Danny, I'd like to hear what you think about it. if I do, do this I will fix all of the questions about story and such.
