FINAL REVISION(unless a LoreHEAD says otherwise): For the foreign relations tabs of Himeo & Burszia:Historically, Himean-Burszian relations have remained cold yet civil. Instead of any direct action from the government, Himean Syndicates, particularly the UMA, FCDAM and TLIC have gone out of their way to curb the expansion of what they see as a major competitor in an industry that they traditionally dominate, with HPUAF and Hephaestus Security involvement remaining minimal, typically being limited to the de-escalation of violent disputes between rival mining and salvage crews. This changed drastically following the bombardment of Orepit. Himeo's initial response was to form a bloc in the Representative Summit demanding the ejection of Burszia from the Coalition, with the First Speaker stating that Burszia has violated the strategic integrity of the Coalition, and acts as a powerbase for foreign capital to subvert smaller Coalition economies, all while not being an actual government. Although the resolution received support from Gadpathur Konyang, Orepit and several smaller Himean-aligned polities, Xanu has refused to vote on the resolution, while Galatea and several systems in its sphere of influence have opposed it, and its chances of being passed are incredibly low. Internally, a bill expanding the HPUAF's mandate to include the protection of Himean economic interests abroad was passed in 2465, and quickly put into action. HPUAF "Strategic Defense Groups" have since reinforced UMA mining craft and regularly force Hephaestus miners out of contested areas. The HPUAF has since earmarked a portion of their funds to subsidize Syndicate operations that directly compete with Hephaestus, leveraging their position as the 3rd-strongest navy in the Coalition to woo other colonies to their side. In response to sustained Himean aggression, Hephaestus has increased its investment in private security around Burszia and many of its other mining operations. Himean Military tab, to be added to the navy paragraph: Following the bombardment of Orepit by Hephaestus Industries, the Himean Navy has begun performing extensive drills regarding maneuvers in fortified space and asteroid fields, going so far as to consult several former League officers that survived battles in San Colette and escaped to the Coalition. At the same time, many professional infantry and exosuit-equipped formations are being drilled and equipped for EVA operations and boarding actions. To be added to the end of the Vysokan relations tab: In recent memory, the HPUAF has begun providing advisors to the City-State of Sevaschaiv, while TLIC and FCDAM provide the city-state with excellent prices for their products and services, in a clear attempt to force Hephaestus out of the city. Some rumors suggest that the HPUAF has also struck deals with nearby hosts and rival cities, should Sevaschaiv succumb to the vice of capitalist impulse.

Revised description: Historically, Himean-Burszian relations have remained cold yet civil. They have also earmarked a portion of their funds to subsidize Syndicate operations that directly compete with Hephaestus, leverage their position as the 3rd-strongest navy in the Coalition to woo other colonies to their side. Most notably among these is Vyoska, where the HPUAF has begun providing advisors to the City-State of Sevaschaiv. Some rumors suggest that they have also struck deals with nearby hosts, should the city succumb to the vice of capitalist impulse. Additionally, the HPUAF now regularly stages exercises simulating combat operations in debris fields and space stations. In response to this, Hephaestus has further increased its security presence in Burszia and provides larger escorts for its mining craft. They have also unsuccessfully tried to file several grievances in the Coalition of Colonies' supreme court.

Lore Impact (Small/Medium/Large): Medium Species: (Skrell, Tajara, Human, Vaurca, Dionae, Unathi, Synth, General) Human Short Description: Fleshes out relations between Himeo and Burszia, and how they have drastically worsened following Hephaestus Industries' attempt to seize Orepit. How will this be reflected on-station?: Himeans will have an actual reason to be regarded as untrustworthy by the SCC, instead of just having an opposed political ideology, which is something they don't really care about as long as you play nice. Does this addition do anything not achieved by what already exists?: This fleshes out Himeo's relations with Burszia, which were previously around four words. The Himeo page doesn't even mention Burszia. It also addresses the fact that they did not react to Hephaestus Industries carrying out a surprise military operation in the Coalition's heartland, something that they should reasonably be very distressed by. Do you understand that the project may change over time in ways you may not foresee once it is handed over to the Lore Team? Yes. Long Description: (To be added to the Himean and Burszian wiki pages.) Historically, Himean-Burszian relations have remained cold yet civil. Instead of any direct action from the government, Himean Syndicates, particularly the UMA, FCDAM and TLIC have gone out of their way to curb the expansion of what they see as a major competitor in an industry that they traditionally dominate, with HPUAF and Hephaestus Security involvement remaining minimal, typically being limited to breaking up violent disputes between rival mining and salvage crews. This changed drastically following the bombardment of Orepit. Initially, this began with Himeo forming a bloc in the Representative Summit demanding the ejection of Burszia from the Coalition, with the First Speaker stating that Burszia has violated the strategic integrity of the Coalition, and acts as a powerbase for foreign capital to subvert smaller Coalition economies. Although the resolution received support from Gadpathur, Assunzione, Konyang, Orepit and several smaller Himean-aligned polities, Xanu has refused to vote on the resolution, while Galatea and several systems in its sphere of influence have opposed it, and its chances of being passed are incredibly low. They have also unsuccessfully tried to file several grievances in the Coalition of Colonies' supreme court.

The main issue, the way I see it, is the first point brought up. The Horizon is allowed to, according to this interaction, fire 406mm howitzer shells at offhips which are forbidden from acting hostile towards it in any way. And then, after this is done, said offships are not permitted to find a way to retaliate. So, not only are offships not allowed to instigate any conflict with the Horizon, they aren't even allowed to respond to conflict instigated BY the Horizon. That needs to be changed. If you fire a howitzer shell at someone, there should be a POSSIBILITY of incurring consequences, even if the Horizon's many mechanical advantages make that chance rather slim.

Byond CKEY - 1glitchycent Discord - shqvelheaded Game ID: cwD-duua Synopsis: I was playing SFA, operating my vessel, attempting to find soft targets or potential salvage. I found very little, only a sensor relay. So I decided to revisit the exoplanet the Horizon was last seen orbiting, hoping they would be gone or would have left a shuttle behind. They then contact me and inform me that I am to maintain a 4 grid perimeter. Fair enough. I begin moving north, and accidentally end up within that perimeter due to dust clouds blocking my sensor range. This is kind of an unrelated note, but the Horizon could very clearly see my approach while I could not see their location because all spacecraft BESIDES the Horizon are always visible, even outside of sensor range. So, I turn around as soon as I see them, and they send a Longbow round my way. Logically, I disengage because my crew is not currently prepared for combat. I then decide that since I've found little else in the way of loot, and no other offships are present, I am going to try and find a way to retaliate against the Horizon for trying to kill me. So, therefore, I ask an administrator for permission, and explain my circumstances. They tell me that realistically, I would not attack the Horizon, and thus will not attack the Horizon Overview of why I don't think this makes much sense: First of all, rules-wise, the general precedent, as I have been told, for offships is that the Horizon has to choose to escalate with YOU first, which is what they did by firing a 406mm howitzer shell at me, with the intent to kill me. After all, they aren't necessarily antagonists, and the Horizon is to engage with them how they see fit. By, again, attempting to destroy the SFA offship, they clearly escalated the situation into a conflict. This should be obvious. Then there's Bear's main reason for denying my request, that the SFA Corvette wouldn't attack the Horizon because their odds of victory were low. This is kind of just a silly statement to make. The Horizon is, for a ship of its size, hilariously undergunned with armor as thick as a corvette's in most parts. Not to mention the fact that they aren't particularly maneuverable. Any time the Horizon tries to roll, there's a fair chance that a dozen or so people end up with popped lungs in medbay. It wouldn't be an easy fight, or an ideal one, but it's certainly possible, especially when the Horizon's main gun is conveniently situated right next to a docking port. Finally, ignoring that, one should note that the SFA is not exactly composed of people who are rational actors. They have previously been known to bite off far more than they can chew. Take a look at the Gate Massacre for example. That's not something someone interested in long-term sustainability does. Saying that the SFA would not back down from a fight where the odds weren't in their favor is a bit odd, since that's what the SFA has been doing for most of its history. I doubt the people who have CONTINUED to engage in piracy and crime when everyone is out to kill them, in VALLEY HALE no less, would have improved their skills of discernment or general capacity to engage in self-preservation tactics.
