Overview of the Incident: 

Late in the evening of 03/04/2467, the Horizon received a distress beacon from an unknown installation. It was later revealed to be a Hephaestus installation, and two Hephaestus synthetics were found there. After a period of support, Head of Security Haller formed the view that the two synthetics were runaways. Shortly after this determination, two Hephaestus Contractors arrived to recover the synthetics.

Without engaging in any form of meaningful discussion or diplomacy, nor even offering to verify their identities or tag scan the synthetics, Haller outwardly and explicitly refused, citing Captain Obert's orders. When the contractors refused to allow the Hephaestus owned synthetics to leave the Hephaestus owned facility, Mania ordered that they be shot with lethal force, which was later confirmed by the captain.

I proceeded to attempt negotiations, and was constantly hindered by Haller, to the point that she ordered me suspended for it. I refused to comply, and accept any responsibility on my behalf for it, but I did so to prevent the meaningless bloodshed of myself, my colleagues, and other employees of the SCC. This did not stop Haller in any way, who continued to order an open, active, bloody gunfight, nor did it stop Oberst, who went along with such orders with no pushback or communication whatsoever on the security channel.

Eventually, a fight broke out after Haller (or someone on the SCC's side, I'm unsure) opened fire on the Hephaestus Employees. I want to reiterate, these were Hephaestus Employees. They were both detained, and thanks ONLY due to the exceptional service of the medical staff, were able to both be brought back alive. I believe one of them, if not both, now suffers permanent brain damage, but I do not know their complete medical state.

It's my view and of all the officers listed in this complaint that Haller and Oberst are impulsive, illogical, and poorly qualified for their positions, and that they have caused severe, permanent and debilitating injury, unnecessarily, to SCC employees that had committed absolutely no crime, no breach of regulations, additionally endangering our security staff for absolutely no gain, and fundamentally failing in the duties expected of the head of security.

[02:36] Ricky Oberst says, "A facility, unmarked, derelict, and infested by hivebots. There were two runaway synthetics being like, detained so they can be investigated in a more controlled environment aboard the Horizon."
[03:48] Ricky Oberst says, "You can see the Zavodskoi representative behind me, they like, were sent to investigate this matter too, alongside bounty hunters hired by Hephaestus Industries - they did not seem to be direct employees. We held a conference here, however the bounty hunters behaved unbecoming and were asked to leave and come back with a qualified Hephaestus Industries representative."

[05:09] Ricky Oberst says, "I will be clear: neither Hephaestus or Zavodskoi are getting their hands on these oh-so-covetted synthetics before the Chainlink has identifed what the fuss is about."
[05:19] Marco Hart says, "Mister Oberst will be conducting his own investigation - then they'll be coming with me. They'll be returned to Hephastus within a week."
[05:29] Ricky Oberst says, "They are potentially runaway Hephaestus Industries synthetics, yes. But, we haven't proven this."
[05:49] Lysandre Depardieu-Bodin asks, "-..so what you're telling me is you stomped into a facility, with two runaway Hepht units, yes?"
[06:09] Ricky Oberst asks, "Ms. Depardieu-Bodin, we have gone off-track. You were concerned about the incident over the radio; do you take issue with the order to fire upon contractors who levied their like, weaponry against our expeditionary crew?"
[06:16] Lysandre Depardieu-Bodin asks, "..and then impeded on our recovery, of our assets, via contracted help?"

[08:23] Ricky Oberst shakes his head, "We were in the middle of coming to a deal where they would be given the synthetics, actually. You are making assumptions at a critical moment, Ms. Depardieu-Bodin."
[08:39] Marco Hart shakes his head, "No claim of ownership is being made. We suspect the positronics are pertinent to an on-going investigation."
[09:45] Lysandre Depardieu-Bodin asks, "Buzzwords over buzzwords. Was any attempt at reaching Hephaestus made regarding any of this, upon identification of the runaway synthetics? Or were you just going off of whatever that little birdie over there told you?"
