It has come to light that the attempted hacks of the Horizon, and recent reports of multiple unwanted passengers, are linked to a group known as the Outer Eyes. There is not much publicly available information on the Outer Eyes, however the BSSB has had the group on their watchlists for nearly three years. Overview The Outer Eyes are a known criminal syndicate, operating largely in the Light’s Edge region, though crimes and activities prescribed to them have been recorded as far as Mendell City itself. Interrogation of low-level agents working for the Eyes have noted a “cult like” system. They recruit in a similar manner, promising secrets and a “place” in some great plan. Each member believes themselves privy to some greater secret, leading to fanatical loyalty from even petty members. Care should be taken when dealing with potential suspect from the eyes. The exact nature of the Outer Eyes is unknown. Their enterprises are wide, ranging from arranged killings to trading in illicit substances and wild life. They are known to be heavily involved in the illicit “purple market”, a trade of stolen phoron. This purple market is filled with corrupt officials, blackmail and even murder, and a string of such incidents uncovered by the BSSB over the past decade has only recently been formed into a pattern implicating the Outer Eyes. BSSB investigation have traced this illegal phoron trade as far back as Özdemir’s invasion of Tau Ceti, however it is impossible to fully determine if this trade existed before 2462 and only the decline in the phoron supply made this traceable. Therefore, how long the Outer Eyes has operated is unknown. Modus Operandi Several instances of corporate workers been brought to their side have been recorded, particularly by Orion Express, and their network has been adept at placing unwanted but undetected passengers aboard various SCC ships and installations in recent months. Thus far, these agents have been limited to minor sabotage, subversive rhetoric and network hacks. What is known is that alongside illicit trade, the Outer Eyes indirectly control many of the pirates in Light’s Edge, paying and directing them to their own purpose, and taking first claim on any spoils. This “fleet” is not unified in any real way, and it is possible many of these privateers are unaware that others operate under the same direction. Multiple seperate policing actions by the TCAF, Assunzione Navy, Coalition Ranger and Elyran Navy have proven to be effective against these pirates, cracking down on many dens and small groups and it is believed such pirates can be safely encountered by the Horizon in small numbers, if needed. The Frontier Protection Bureau however believes there are a small number of Outer Eyes ships operated directly by the group, made from aged Solarian warships, and even one report of a ship of Moghes origin. These ships are considered a major threat to the Horizon, and if engagement is required, it should be done so with reinforcement, and only one at a time. Operational Recommendations The Outer Eye’s interest in the Horizon is not unique – similar instances have been reported by all ships involved in Operation Deep Dive (details pending). Departments are to treat any guilty of crimes assosiated with the Outer Eyes as they would any other subversive until more data can be gathered, however any information on the source of funds, intelligence and placement is highly sought after by analysts on the SCC-CC Odin, and should be forwarded as a matter of priority.
