Are IPCs quantum computers?

I was watching a Kurzgesat video, and thought halfway through, "Huh. That must be how IPCs are conscious."

So.. are IPCs quantum computers?

Since each IPC tends to be radically different from any other(unless it's a line model, of course,) I would say most IPCs probably use quantum computing, but others may use traditional computing, organic-processing, or something else entirely.
