Overview of the Incident: Preston Prestoff was found pulling fire alarms in sensible areas such as Medbay directly by me. When I approached to halt him, he started running. He didn't stop when asked for three times. He was tazed once and kept running for a whole minute more, pushing me when I tried to grab him. He had to be tazed three more times to finally arrest him. As the Quartermaster he was, he was going to be charged for Neglect of Duty, along with Hooliganism, Sparking a Manhunt and Suspicious Conduct. The Quartermaster called HoP Reeves, who had shown great appreciation for him. HoP Reeves called the HoS, who informed me that Negelct of Duty was only a charge that could be pressed by Heads and Suspicious Conduct was not used anymore, and told the convict that he was free to go. I clearly told her that Hooliganism and, the worse of them, Sparking a manhunt were still to be applied. Vira Bolivar, the HoS, said that I had to ''fall in line'' and accept her decision (which is totally against the regulations, regarding pardons). I let the convict go, following the orders of my superior, however, I informed that I was going to fill an IR against Vira. I also informed over Comms that Prestoff had been pardoned when another crewmember, Veo Nostra, reported that he was pulling alarms once again. Not enough with this, Vira made a warrant to arrest me for ''Illegal detention'' and ''Slandering a Head'', when I never insulted, and always said the truth. I was charged and suspended by the HoP Reeves. For all this matter, I hope appropiate measures are taken, and my charges are removed. We have to make sure Regulations are followed, and pardoning as a HoS is totally forbidden.
Did you report it to a Head of Department or IAA? If so, who?: My head and the HoP are the ones being reported here, there was no IAA.

Additional Notes: The HoS made sure I was poorly treated during all my processing, I was shoved, stripped without even letting me to do it myself.
