Allow Medical to alter physical and mental status in medical records.

Currently, the only way medical is able to alter the physical or mental status of a crew member is by examining the body while wearing a medical HUD. Now, normally this isn't too much of an issue. However, it becomes aggravating whenever someone dies out on the asteroid and are unrecoverable, or someone is rendered into their component parts.

Outside of the above method, the only other way to alter the status of someone is via employment records, which Medical does not have access to.
