Add a hangar manager program

So my proposal is this: We add a flight manager or hangar manager program to the Horizon. In essence, it is a program that keeps track of the various docks the Horizon has, logs when a vessel arrives and leaves (but that can be left out for antagging), and allows for vessels to log flight plans for the Bridge or command staff to review, accept, reject, or just generally have on file. The main reason for this is so the bridge has a better understand of what is going on with its shuttlecraft. The Bridge Crew can check to make sure everything is docked before moving and such, and it also can give something to do for a bored BC if the flight plan system is used. Theoretically the program could also be used to lock certain docks, but that might overlap with the hangar lockdown that's already on the bridge.

A way to know what shuttles are docked with the Horizon at any time would be incredibly useful. There is often a fair bit of confusion unless it is explicitly stated that someone is docking. Hard to tell either WHERE they are docking or if they even docked in the first place with the current system we have in place. This could also tie it fairly well with the suggested implementation of docking codes.

This would be super useful and give OM and HT more to do per round. Both roles kinda have their ~15 minutes of setup and then spend most of the round chilling.
