Reporting Personnel: Charlotte Briggs
Job Title of Reporting Personnel: Head of Security
Game ID: cpl-dfC3

Personnel Involved:

- Elliot Keles, Security Officer (Offender)

- Adilie Delahaye, Security Officer (Offender)

- Lincoln Methone, Investigator (Victim / Offender)

- Maja Gretzsky, Janitor (Witness)

Secondary Witnesses: n/A
Time of Incident: 17th of August, close to the end of the shift, unsure about the exact time.

Real Time: 17th/18th of August, Around Midnight UTC.
Location of Incident: SCCV Horizon, Service Wing, Hallway above the Lounge

Nature of Incident:
[ ] - Workplace Hazard
[ ] - Accident/Injury
[ ] - Destruction of Property
[x] - Neglect of Duty
[ ] - Harassment
[x] - Assault
[ ] - Misconduct
[x] - Theft (potentially)

Overview of the Incident:

I got up from my Residential Unit, nearing the end of the shift due to being notified that such is needed - I would have been scheduled on the upcoming shift normally. As soon as I entered my Office and started to get my equipment on, one of the on-duty Janitors messaged me on the PDA - which I unfortunately have no logs of right now - that they have witnessed two officers beating up an Investigator in the Service Department, and that said officers attempted to bribe them after they have witnessed this happening.

As soon as I got those messages, I finished gathering my equipment, calling the Janitor to my Office and interviewing them (Transcript Number 1, attached) where they elaborated on the incident, explaining to me that Officer Elliot Keles and another, to that point of time, unidentified Officer, have assaulted Investigator Lincoln Methone and elaborated to me the bribing situation.

After Interviewing the Janitor, I have called Investigator Lincoln Methone to my Office, interviewing them (Transcript Number 2, attached) where he explained the Assault that he has been a victim of, and confirmed the Identity of the second Security Officer assaulting him - which was Officer Adilie Delahaye - after showing him a Security Record of said Officer.

After taking both of these statements, I went to take the statement of Officer Elliot Keles (Transcript Number 3, attached) where he explained the situation to me. Investigator Lincoln Methone seems to have in some way or form sourced Silver Bars from the Operations department - reportedly with access, as said by himself they've been given those Silver Bars.

As the shift change was already in effect, there was not much time to take the Statement of Officer Adilie Delahaye, unfortunately.

Given all the information, I personally think that personalities like these should not be given the chance to represent our Security Department as a whole and partake in the protection of our ship and everyone's lives. This entire situation reeks with corruption and breaking of our very own Corporate Regulations. I think that I am speaking for the entirety of our command structure here when saying that I am not comfortable working alongside these employees in the department. There is no excuse for the Assault against Investigator Methone coming from both Officer Keles (which already has a record of his own) and Officer Delahaye. Neither is there any reason for Mister Methone to go out of his normal duties selling Silver to crew members which he has potentially stolen.

[10:49] Charlotte Briggs says, "Are you sure, Mister Methone, this is important. I am asking you to answer thruthfully here."

[11:00] Charlotte Briggs says, "Very well."

[12:34] Charlotte Briggs says, "Very well. They told you to.. stop selling silver..? Could you elaborate on that."
[12:41] Lincoln Methone asks, "Before I do, might I smoke?"
[12:45] Lincoln Methone says, "It would clear my mind."

[13:00] Lincoln Methone says, "Yes, the silver..."
[13:13] Lincoln Methone says, "A side operation I've been running this shift. Rather, had been running."
[13:18] Lincoln Methone says, "They put an end to it."

[13:43] Charlotte Briggs says, "Why you have done it.. who allowed it.. where you got the silver from, yes please."
[14:17] Lincoln Methone says, "Well, I obtained 41 silver ingots from the Operations warehouse, which I was given access to by the janitor and one shaft miner, Carlos."
[14:29] Lincoln Methone says, "I packed the ingots and began to fence them to anyone who would buy."
[14:40] Charlotte Briggs asks, "Do you have the ingots on you, by chance?"
[14:41] Lincoln Methone says, "I sold 10, gave away 1, and made 500 credits from the operation."
[14:49] Lincoln Methone says, "Negative. I stashed them in the Warehouse."

[16:38] Charlotte Briggs says, "Of course, go ahead."
[17:05] Lincoln Methone says, "The operation was a net loss for me, and was not done purely out of monetary greed, nor any malicious intent towards the SCC's bottom line or the function of Operations."
[17:36] Lincoln Methone says, "I would like it to be known that I complied with all regulations and rules in the handbook, and listened when the operation was forcefully shut down."
[17:43] Lincoln Methone says, "That's all."
[18:02] Charlotte Briggs says, "Very well. Thank you. You may leave, I will come back to you."

- Transcript Number 3, Statement, Elliot Keles

Spoiler

[00:00] Recording started.
[00:13] Charlotte Briggs says, "Head of Security Charlotte Briggs, interviewing Officer Elliot Keles."
[00:33] Charlotte Briggs asks, "Mister Keles, could you tell me about your interactions with.. Investigator Methone this shift?"
[00:46] Elliot Keles says, "Well, to be frank Commander, they haven't been working all day."
[00:57] Elliot Keles says, "At the start of the shift they bribed the Janitor over communications with one thousand credits."
[00:57] Charlotte Briggs asks, "I heard about it, the Silver part?"
[01:00] Elliot Keles says, "Yeah."
[01:16] Elliot Keles says, "They used their access to steal from the Warehouse."
[01:21] Charlotte Briggs says, "Yeah, I already got that part. They've been.. trying to sell Silver to crew members that they-- very well."
[02:07] Charlotte Briggs says, "Anyhow - would you mind.. the best you can recall, explaining the situation that occured within the Service Wing, together with you, Investigator Methone, and.. Officer Delahaye."
[02:16] Elliot Keles says, "Okay that needs a little background."
[02:19] Charlotte Briggs says, "Of course."
[02:20] Charlotte Briggs says, "Go ahead."
[02:31] Elliot Keles says, "So after the incident earlier, we finally had time to handle the Investigator."
[02:43] Elliot Keles says, "Only problem was that the Warden refused to support us two officers gettin' any warrant."
[02:51] Elliot Keles says, "Because apparently he doesn't like detainin' fellow Security."
[02:57] Charlotte Briggs says, "Mhm..."
[03:29] Elliot Keles says, "So we were thinkin' if we can't detain him without the Warden basically letting him go, we could atleast try to make him stop doing it."
[03:42] Charlotte Briggs says, "Go on."
[04:12] Elliot Keles says, "So we're in Service and we're havin' a chat with him about stopping doing his thing."
[04:31] Elliot Keles says, "Then he tries to run away but we catch up to him and tackle him."
[04:52] Charlotte Briggs asks, "This happened on.. Green Alert, Officer Keles, correct?"
[05:02] Elliot Keles says, "Aye, no Command members for any code raising."
[05:17] Charlotte Briggs says, "Very well, go ahead, what happened after the tackling."
[06:13] Elliot Keles says, "Finally, he relents with a little encourgament, and we let him go...a little worse for wear but not hurt at all."
[06:25] Elliot Keles says, "He agreed to stop doing his activity."
[06:43] Charlotte Briggs asks, "Have you, or Officer Delahaye, in any way or form, commited assault against Investigator Methone..?"
[06:55] Charlotte Briggs says, "Assault, or Battery."
[06:59] Elliot Keles says, "Okay...I slapped him when he refused to stop doing it."
[07:11] Charlotte Briggs asks, "Is that all, only a slap?"
[07:36] Elliot Keles says, "Yeah, we held against a window and slapped him until he agreed to stop stealing things."
[07:57] Charlotte Briggs asks, "And if I asked Officer Delahaye, or one of the witnesses in the case, they would say the same and confirm it, correct?"
[08:22] Elliot Keles says, "Yup, all we did was held against a window and slapped him, until the Janitor showed up."
[08:59] Elliot Keles says, "Now, when they showed up they launched all sorts of threats at us, gettin' us fired and all that, but that was whatever."
[09:22] Elliot Keles says, "The Investigator scurried off...somewhere, we lost track of him, and then you arrived."
[09:41] Charlotte Briggs asks, "Very well, thank you Keles. Anything you'd like to add on-record while here?"
[09:55] Elliot Keles says, "Oh yeah, I'm going to rat out my fellow Officer here a little bit."
[10:03] Elliot Keles says, "They were telling me they want to lie to you."
[10:04] Charlotte Briggs says, "Go right ahead."
[10:11] Charlotte Briggs asks, "Whom exactly, Officer Delahaye?"
[10:25] Elliot Keles says, "Aye, they are going to say the Investigator attacked us, which isn't what happened."
[10:39] Charlotte Briggs says, "Alright, thank you for that information Keles."
[10:49] Charlotte Briggs asks, "Is that all?"
[11:03] Elliot Keles asks, "Can you talk to the Warden about refusin' to get us warrants?"
[11:08] Elliot Keles says, "It made this way worse than it needed to be."
[11:10] Charlotte Briggs says, "Of course. I will do that."
[11:18] Recording stopped.
