Add the Glare Dampener Implant to the Antag Uplink

Feels like this one should have already been added since there's no protective gear in the uplink that protects your eyes from welding, as far as I'm aware the only way to safely deal with welding as an antag is to:

- Steal a welding mask
- Use the Begone-Side-effects injectors since they contain chems that heal your eyes

not really a gamebreaker but I felt like this would make sense if it was added.
