Overview of the Incident:

Mr. Rakrubijstri engaged in an 'Auction' of pre-wrapped, pre-made crates within the Bar, all crates and items sourced from the Operations Department, and put together by himself as the only member of Operations on-shift. The crates were sold in the format of a 'Blind Auction' with prospective buyers not being able to see the contents of any of the crates before purchase.

Mr. Coldsmith won the auction for the first crate of three set for auction, contents of this crate ranging from beverages, replica display swords and other similar novelty items. Of concern to the Security Department was the inclusion of a military grade, un-blunted, steel knife within the crate. Verbal reprimand was issued to Mr. Rakrubijstri for the inclusion of a clearly defined contraband item within the publicly sold crate, to which Mr. Rakrubijstri began defending his actions claiming it was within regulations to sell the item. It should be noted that his behaviour during this instance was particularly unprofessional. 

Mr. Coldsmith promptly secured the blade and turned it into the Security Department. During this time, the second crate was auctioned by Mr. Rakrubijstri, with no buyers placing bids on its contents. Mr. Rakrubijstri unwrapped this crate, opening it to reveal an additional, crude ceremonial blade of unknown origin, once again being un-blunted and clearly considered under the terms of contraband. Informing Mr. Rakrubijstri that this blade would also be confiscated caused him to become defensive and uncooperative with Ofc. Horvath and the newly arrived Mr. Coldsmith. Mr. Rakrubijstri claimed that the blades were not considered under the term 'contraband,' to which Ofc. Horvath began to quote directly from the 'S.C.C - Internal Security Department Contraband Guidelines.' The linked transcript, recorded by Mr. Coldsmith, will evidence the aforementioned.

After the completion of this, Mr. Rakrubijstri left the scene, returning some five to ten minutes later with a 'Notice to Cease and Desist for Specific Activity.' This document is attached within the evidence section. Ofc. Horvath, during this time, searched the remaining crate for contraband, none further being found. Leaving the scene, Mr. Rakrubijstri verbally warned and threatened of administrative consequences for not adhering to his documents multiple times over the common channel, the exact wording being able to be located in on-shift communication logs. 

At 0542 (AM), some twenty minutes after the auction, Mr. Rakrubijstri arrived at Security, handing an NFC-0106 Executive Permission document to Ofc. Horvath, its contents linked below within the evidence section in two parts due to the documents size. It should be noted that Mr. Rakrubijstri continued to issue verbal warnings and threats of administrative action toward both Ofc. Horvath and Mr. Coldsmith over radio. After filing and recording all of the following documents, Ofc. Horvath departed for residential quarters.

NOTE: Sections (1), (2) and (3) all dictate and confirm the fact that both cold-cutting weapons are classified as contraband. The black, steel knife and makeshift blade being both 'Obviously dangerous,' 'Item(s) with an obvious combat application,' and for the former black, steel knife, 'military-grade equipment' due to the blades design.

NOTE: Please note sections (2) of the linked document, the clause noting 'Items typically categorized as contraband remain prohibited and are not included in this authorization.' As per contraband guidelines linked above, the cold-cutting weapons sold within the crates are included within this definition as contraband. Also note the fact the document was submitted at 0542 (AM), an estimated twenty minutes after the initial altercation in the bar, confirmed by witness of Laszlo Horvath and Clark Coldsmith, stated directly over Internal Security Department communications for evidence sake.

Additional Notes: 

The behaviour demonstrated by Mr. Rakrubijstri is both highly unprofessional and incredibly out of line with the expectations of S.C.C Command staff. Mr. Rakrubijstri efforts to both contradict S.C.C Operational Guidelines, bend definitions of contraband, distribute dangerous objects to crew, issue unjustified injunctions and documents against co-workers and directly threaten unjust administrative action over the aforementioned is not cohesive to a safe or stable work environment.
