Overview of the Incident: 

At 21:40 Ship-Time, Officer Tyler Briner was trying on a personal shield generator that was obtained during an expedition. Officer Taylor Morgan drew a machine pistol and opened fire with full-auto on Officer Briner to "test" the shield, spraying both Briner and the hallway extending outside the intrepid with bullets. There were multiple individuals standing nearby, and it is apparently by luck (and terrible aim) that nobody was injured. Regardless, this act displays a willful abandonment of the general rules of firearm safety, as Officer Morgan's actions during that shift endangered everyone around him.

I did not have any means of recording the incident, though there were a very large number of witnesses.

No heads of staff were present during the shift who it could be reported to. The closest command-equivalent would have been Bridge Crewman Castor Gaston, who was a witness.
Actions taken: 

As there were no Heads of Staff present during the shift, no action was taken against Officer Morgan at the time.
