Short Description:

"Qr’xuqm, or the “Far-Violence”, is a term referring to the pattern of violent and anti-civil activities conducted by foreign communities. It is marked by a spike in anti-federation sentiment, violent acts, and protest, as well as affiliation with organized crime. While Federalist citizens demonstrate the civil virtues of discipline and obedience, communities in foreign nations seem to have loosened interpretations."

Adds a section to the Skrell Aboard talking about Qr'xuqm; the pattern of anti-federation activity that Skrell communities outside of the federation apparently get up to. It's a catch-all term that describes a lack of nralakk values, anti-civil, and violent activity that is abhorrent to those from the homeworld. Its accuracy is pretty controversial, and many with a more cynical worldview see it as authoritarian overreach.

How will this be reflected on-station?:

I think it plays into the superiority complex the Skrell have when it comes to interspecies relations; my hope is that characters who come from law enforcement or live near embassies will have some conflicting views of the Skrell that they can use in-game.  It could also be great for the more 64tan-minded person to look at another conspiracy to justify their surveillance state. On the Skrell side of things, it should further separate those from the core and those outside it. Given that Skrell are very inquisitive, it will put a name and a face to Skrell abroad as well as give them some talking room. 

Does this addition do anything not achieved by what already exists?:

It's going to expand a little into the whole idea of how the Federation watches its citizens, and how it enforces this outside their own country. While the elitism of the inner systems over those outside of it is implied, there isn't too much of a relationship between the Federation and those outside it. While we do have the "dry list", we really don't see how the Federation's overwatch ties into foreign communities. While this is just a short and general snippet, I hope it can provide the one other Skrell player with an idea or give a non-Skrell something to talk about.
