Why do you wish to play this specific race?
I would like to play as an IPC because it opens up more options for scenarios and situations, and the mechanics of an IPC make it sound appealing to play as. 

Identify what makes role-playing this species different than role-playing a Human:
1. IPCs have different needs. For instance, they need to recharge, rather than eating food.
2. A positronic brain's highest directive is self-preservation, so they are much more likely to make decisions that would keep themselves safe rather than others.
3. An IPC may take up hobbies for different reasons than a human. For instance, and IPC may learn to cook to expand their abilities and create possible opportunities, making them more valuable and more likely to succeed.
4. IPCs may receive worse treatment from people depending on their beliefs concerning them. For example, someone coming from a planet under the Sol Alliance's control may not see them as an equal.

Character Name:
Titan Ishida
Please provide a short backstory for this character:
Titan Ishida is a Shell IPC made in Konyang, around 13 years ago. He was made a Shell, and soon employed by a man, only known to him as Ishida, who would approach him shortly after he was given orientation with an offer to work in Ishida Protection Services. It was routine to travel to other worlds within the span of 2 months, with very little downtime, but he was paid well and had good benefits. He had to receive repairs often, and as such had commonly hit parts replaced with more durable ones. He has had several memory wipes during the time he has existed, as requested by some clients, and due to the amount of time it takes to train, Ishida had PTIs (Port Training Inputs) installed so that Titan could be quickly trained and be given manufactured memories following a memory wipe through 'memory chips.'

Sometime in mid-2462, Titan was sent to Tau Ceti for a long-term protection job. However, upon arrival, he found that line of communication had gone quiet, and he now no longer had new instructions to follow. He began taking protection jobs by himself for money to keep up on maintenance, because getting better pay in standard jobs required IPC citizenship, and there were too many hoops to jump through to get it. Sometime in early 2464, he would be contacted by a former client of Ishida, who explained to Titan that Ishida had suddenly disappeared without any notice or records, and offered to get him a spot aboard a large ship that would be docking in Persepolis, relatively nearby..
What do you like about this character?
I like the fact that this character feels unique, compared to most of my other characters. I think he would be an interesting character to play as and would be fun to interact with.
How would you rate your role-playing ability?
On a scale of 1-10, I'd say an 8.

I have seen Rustam Huynh very briefly, and it seemed like he could at the very least string a sentence together! Your app is kind of short though, so let me ask you some questions to round it out;

1. You mention Titan was made in Konyang and then purchased; if I remember correctly, Konyang prohibits the ownership of IPCs and they are given the full scope of rights that organics are. It may be pertinent to change this so that Titan moved to Konyang to gain his freedom, or otherwise alter the backstory.

2. Expand more on what makes an IPC different from a human. Why do IPCs take up hobbies? How do their interests and priorities differ from that of a human's?

3. How are IPCs treated differently throughout the Spur? You can give just one or two general examples.

So I’ve re-read the wiki page for both IPCs and Konyang, and while Konyang prohibits legal ownership of an IPC, I can’t find anything on having one made to someone’s specifications and then being employed by the same person.

Points 2 and 3 are things I should definitely look at. Thank you for pointing these out.

First I'd like to note that Konyang IPC are made by the government that monitors their numbers. They are not designed by individuals. That said, IPC ownership was perfectly legal while it was part of the Alliance, and Konyang became independent only a year or two ago, so you're fine on that part, they can be owned if you'd like.

What exactly are the Port Training Inputs?

How did Titan get treated while on his time with Ishida? Did he get memory wiped as a punishment? How do they feel about Tau Ceti and how do they get treated there?

I didn't realize that they were made by set numbers. I'll be sure to change that part.

PTIs were an idea I had while making the concept of the character that would allow fake memories to be implanted into Titan following a memory wipe through 'memory chips', including training. It consists of ports around the scalp and the back of the head, which will be present in the character's flavor text.

1. Titan was treated well while employed by Ishida, but he had very little downtime due to the large amount of work and travelling.

2. He was memory wiped if requested by a client after the job was finished, the most popular reason being that they didn't want him to remember something he saw.

3. Titan didn't particularly enjoy his time in Tau Ceti, with the Republic of Biesel having so many hoops to jump through to gain IPC citizenship. He was treated well enough by most.

 

All of this will be added.
