Change the shift change timer to a single 15 minute one

As it stands, once a transfer vote is passed, there is first a 10 minute timer, then a 3 minute one, and then a 2 minute one. Now, this made sense back on the Aurora map, when these represented calling the shuttle, the shuttle waiting, and the shuttle flying, but on the Horizon, I feel like this is just unnecessarily confusing, and should just be swapped to a single 15 minute wait timer. Same waiting amount, less confusion.

I would suggest the length of the timer be reduced, as there is a further two minutes before the server restarts and in reality the round often ends closer to two hours twenty minutes. A single ten minute timer and then the standard two minutes until server restart would probably be better.

The time after round ends until the restart often fluctuates, due to admins resolving tickets and such, so I don't really think that this would be a very good idea, it'd just be inaccurate a lot of the time.

I'm against any shortening of rounds whatsoever. While I'm neutral on the consolidation of timers (the last 2 minutes are important for winding down and OOC conversation, and the 3 minutes before that are a serviceable last minute warning that more or less everything of note will stop when the 2 minute timer begins) I abhor the idea of shaving even two precious minutes off of any round - especially given the important of those two minutes for server staff, players wrapping up their RP and very rarely semi-important in-round matters.
