Allow Tajara to be Idris Liasons

Title says it all, really. I feel like it would be a neat thing to have and could work well with Idris-Tajara lore, such as their presence in the New Kingdom.

I could see PMCG Tajara liaisons due to the KOG. Tajara are far more subordinate to Idris to the point I don't think having Tajara in leadership positions seems right. I could only really see it with the Crevans potentially, who have far more ties to Idris than the NKA does.
