Off-Ship Police Arrest Report Format and Rules

Arrest Reports must only be filed by ghostrole police personnel (I.E. Konyang National Police).
Arrest Reports must strictly be in IC format. 
Arrest Reports must be made using the format provided below.
Incident Reports may only be submitted against regular station characters.
Incident Reports may not be submitted against antagonists or situations heavily regulated by antag action.
