Add an AI-verb to launch a distress beacon

Back on the Aurora station it wasn't unheard of for the AI to launch an evacuation by a captain-level order, and AI's can still do so.

But as we are now on the Horizon, an evacuation is a far more unique occurrence and is quite a bit more dire in implications.

It makes more sense that command members should be able to order the AI to launch a distress beacon, through a captain-level decision, so I suggest adding an AI verb to that effect.

I don't see any realistic possibility for abuse from this, from any party. It is just a reasonable addition that is subject to admin-scrutiny when used. It should come with the same warning/confirmation as the evac verb.
