Disable being able to vote restart

Considering that a restart vote apparently breaks the server? It doesn't seem much of a use to remain vote-able, since a staff member will just cancel the vote and tell off whoever voted it.

It does need to be accessible for when a genuine issue comes up at the absolute dead hour. Some sort of check to see if a staff member is online would be ideal.

What's the stuff about it breaking the server I've heard multiple times then?

Being able to vote restart should be automatically blocked by a moderator or administrator being active on the server. If they are AFK if may still get through (unsure of this).
