If other, replace line and specify.) Overview of the Incident: I'll preface this report by decrying the use of 'victim' for myself. In this situation, I was both witness and 'victim' to Joy's demeanor, and my goal with this report is to initiate the C-C-I-A's investigation. Not to get some personal retribution of sorts. During an early evening shift on the twenty-third of August, I came on deck while off-duty to get some exercise in, and to enjoy a drink at the bar. Josie Joy was working that shift as Bartender, and she is a person who I am familiar with due to our work relation. That being said, I have never gotten a strong impression of her character, due to my way of organizing the Service crew. This one interaction, however, reinforced the character traits I already suspected Joy to have, and they do not fit with the expectations placed upon Service crew, per Idris' standards. Our interaction went as follows: Joy referred to me as 'Dev', a nickname I do not particularly appreciate. She knows I am one of her shift superiors, and knows how to refer to me. In our interaction, I already call her out on the usage of this nickname, but later on she continues to call me 'Dev', referring to me while talking to other people. Any member of the Service crew should know how to respectfully act around their patrons. This does not mean using a formal address; instead, this means referring to someone in a manner they agree with. Following her serving me my order, Joy uses a powered karaoke microphone to loudly proclaim a toast for my drink. S.P.L.Y.C.E, who was also present at the bar, did not react to the volume; I suspect they have a form of noise gating filtering loud sounds. Joy didn't mind the volume either, in part because she was wearing earbuds and listening to music herself. The volume did, however, irk me heavily, in part due to my recovery after our strike on the Boneyard resulting in a continued headache. I don't take offense to the use of some gimmick item to finish an order; I do take offense to the ringing in my ears, which was treated dismissively due to Joy, working with her own music on loudly, not recognizing the issue. After that, I took note of a small pile of dust on one of the bar's back counters. Due to the lighting, it was already difficult to ascertain what I was looking at. Joy, however, casually cleared up any confusion when she told Pun Pun, "Don't get into my pills." She then continued by casually saying this was Perconol. For context, during our Port of Call last Friday, Joy stumbled off of a balcony without a guard rail. In that process, she fractured her arm, and she is now prescribed pain medication in the form of Perconol (as I am not privy to the doses, it would be wise to consult her records or her attending physician.) Her way of administering the medication, however, is by crushing it into powder and assumedly snorting it. This is not an illegal fact. It is also not illegal for her to use Colorspace, a hallucinogenic, and a substance she admitted to mixing with the Perconol powder. There is no legal issue here, but there is a sanitary issue and a health concern, as well as an optics issue. I emphasise that the crushed substance was piled up on the bar's workstation, in view of patrons at the bar. We then got to discussing her injury, to which she affirmed that Rousseau (who I believe to be her attending physician) did not provide her a doctor's note. That is no problem. What is a problem is that Joy noted she went through all her sick days. Here too, I reinforce that I am not familiar with her medical history, and as such do not know for certain if she is physically compromised and/or chronically ill. If she isn't, however, there is reason to investigate whether she has been (mis)using calling out of work due to illness. If she is, there is a reason to investigate whether her usage of recreational drugs compounds these potential health issues. Her health is, however, ultimately her own responsibility, and responsible and moderate substance usage falls under that. Speaking of substance usage. There is nothing morally or legally wrong with enjoying alcohol or (recreational) drugs. Substance usage is a personal responsibility and choice. However, that responsibility implies moderation. A personal expectation of mine is that someone working behind a bar counter understands responsible alcohol usage. They do not have to be a pillar of sobriety, but a person serving alcohol should at least be able to convey the importance of moderation and responsible substance usage to patrons. Put frankly, Joy is far too immature to understand this for her own sake, let alone for her patrons. We briefly talked about this, before her immediate shift supervisor came down to bag the drug powder for testing. This entire line of events happened in less than half an hour. None of these facts are illegal. None of these facts conclude neglect of duty. I was served the drink I ordered, specifics in mind. Whenever I operate as Joy's shift supervisor, I am not given signals that imply she fails at performing her job to a satisfactory degree. Patrons do not report her to me for similar behaviour, misconduct, or inebriation while on-duty. The Service team enjoys a great deal of freedom under my authority, since I believe they operate best when allowed to individually regulate their workspaces. However, I do have reason to believe this incident is not an anomaly. Each of these facts is individually questionable already. When combined, there is a systematic issue with Joy's work ethic, which patrons and colleagues avoid reporting for one reason or another. As someone who is frequently Joy's immediate supervisor within the Service branch, I believe an investigation into Joy's performance, attitude and expectations can substantiate these beliefs in a way that draws workable conclusions for Joy, her colleagues and her supervisors. Submitted Evidence: To my knowledge, there is no transcript of this conversation. I am aware that S.P.L.Y.C.E was working on what I believe is a translation circuit, which may have parts of this interaction stored in a databank. Joy's records, as well as character references from aforementioned personnel, may suffice as a substitute during the investigation. Would you like to be personally interviewed? Actions taken: I reported the sanitary concern to Marrkarr, who later stepped into the bar to bag the crushed Perconol cut with Colorspace. To my knowledge, Marrkarr handed this off to Mae Lin, the shift's Pharmacist, but I received no feedback on the matter.
