Topped off canisters

All the oxygen canisters spawn half or almost empty. It's a pain and serves no purpose seeing as most scenarios are going to call for all or none. I would suggest topping them off so they're worth a damn, rather than just a box of shit I throw out each round, or have to go fill up each round. Mind you, most people cannot fill them up.
