Overview of the Incident:

At beginning of the shift, the HOP announced, using the announcement system, that he and his son had begun a rap group and were selling albums to raise money for wounded war veterans. While this in and of itself is morally admirable, it was made over the announcement system. I find this not befitting a member of command and a waste of station resources.

Shortly after, the HoP demonstrated the album by leaking the lyrics, once again over the announcement system, along with a plug for his website and a price for the album.

Head of Personnel's Desk announcement. Once again, not befitting a member of command, waste of station resources.

When asked not to rap over the announcement system, the HoP said that he would, instead, do it over comms. He did not proceed to do it over comms after much pleading.

The CV Roanoke incident occured after that point.

During the incident, the HoP argued with the HoS about needing riot gear and accused him, sarcastically, of being the "Hotak of the ALA" twice. In my personal opinion, the Head of Personnel was out of line to attempt to tell the Head of Security about his job. Making suggestions such as what to bring and what not to bring is at the discretion of the Head of Security and the Captain.

When someone asked what we would do with non-wounded refugees, the HoP joked about killing them. I find this to be, at best, morally reprehensible.

During the middle of the CV Roanoke incident, we encountered a giant bug monster. On the second expidition to the glacier, the HoP proceeded to procure a vaurca cargo technician to be a "translator" for a giant bug monster, even going so far as to compare the vaurca and the bug monster in a very negative light.

Approximately a half hour later, he claimed that the captain was dead over command radio without evidence when the captain was most certainly not dead, and made sure the HoP was aware afterwards.

After suggesting an arrest of the HoS and recieving no response, he suggested shooting the HoS, twice. I find this to be a gross overreach of power.

After boarding the emergency shuttle, the HoP told me that I was under arrest "by the way." Then clarified it was not by him, that he was a civilian, that it was not a citizen's arrest, that he does not consent to the arrest, that he's a sovereign citizen, and he's travelling. I was not placed under arrest at the Odin. I find this to be completely out of line. I'm not sure what the latter part of this rant was about, but it made hardly any sense in context.

Did you report it to a Head of Department or IAA? If so, who?:

Due to the nature of this incident, I was unable to report it to a Head, and there were no IAA as far as I can remember.

Actions taken:

An injunction in regards to radio messages was written, but not delivered. After much pleading, he did not broadcast more rap. In addition, each situation was given reprimands over the command channel, but it didn't seem to make a difference.

Additional Notes:

None
