Dead Mail - Package Storage area

Add an area in the mid-deck of cargo that houses piles of dead mail; letters and packages. Have the area locked to the QM.

Lorewise, I'm sure someone can make up a reason for it being there. I was thinking we could have helped send mail to the frontier up until recently where they started experimenting with teleporters instead of station to shuttle to station transport.

Or, instead of making a weird thing where Aurora is, for no reason, also Space Mail. You could just say it's the derelict remains of the old mail sorting room. Have it look like some people tried to renovate it into an auxiliary break room, have broken sorting chutes because it's been replaced; all that good stuff.
