Overview of the Incident: A scientist by the name of Victor Jenkins bought Antimatter from the cargo department without speaking to engineering, or anyone else in his department. We had no command discretion, all of engineering and the rest of research can attest that they were worried about the experiment and all requested for it to be stopped. Only to be told no, that: "As engineers we wouldn't know anything about Antimatter." Despite it being specifically under the engineering tab at cargo. With the A.I's help and security onboard we sent a fax to central command questioning the experiment with no reply. We were able to halt the experiment for the shift due to the crate being locked behind a required Chief Engineer's ID card, and the failure of Victor Jenkins attempting to hack into the locked crate without authorization.

If not, why?: There were no heads of staff, it was reported to the rest of the engineers who all agreed in unison to do something about it, and it was reported to security who also approved the fax to be sent via the captain's spare ID
