Overview of the Incident:

I received a fax informing of a situation between Mister Hugs and Madam El-Hashem. Hugs had stolen her cane, which she requires to walk properly, and began to mimic how a noble person would sound. If this was not mockery enough, the man ran away with the cane, until Security was notified. The department was particularly busy because of an ongoing investigation, so their response might have taken a while. Eventually, Hugs returned the cane and underwent through cryogenics soon after, perhaps to receive no disciplining from his actions.

Another minor incident that occurred involving Mister Hugs was when he entered the medical bay requesting to revise the 'morphine chamber' for any missing 'morphine', a medicament so perilous and addictive it has not been in circulation for centuries. I did not tolerate his behavior, and demanded him to leave. I would not add this to the report if it did not show a pattern of misbehavior from Mister Hugs.
