Real Time: 12 p.m. Central, 05/19/21Location of Incident: Medical bay, Central hallway, Brig and Bridge Nature of Incident: [ ] - Workplace Hazard [ ] - Accident/Injury [ ] - Destruction of Property [ ] - Neglect of Duty [ ] - Harassment [ ] - Assault [x] - Misconduct [x] - Other: Failure to execute an order Overview of the Incident: Miss Emerald Black, dressed all in black, was inside my department. I did not know who she was, and because of her attire I approached her. She did not have the custodian cart with her or any other custodian items, just a dry rag that could have very much be used to conceal fingerprints if a crime was committed. When I tried to communicate with her, she ignored me, even though it was obvious that I was making an attempt because I followed her. This occurred multiple times during the shift, and every attempt was futile, even when I requested her to have some sort of visual identification. Although I know service uniforms are lax, I believe her dressing is completely inappropriate to her position. Afterward I was informed that Miss Black might be deaf, but such disability, and neither muteness, are listed in her file. It has also been relayed to me that she is seen wearing headphones occasionally, but this I cannot prove. Submitted Evidence: This is the usual outfit of Miss Emerald Black, as captured inside the station. I cannot see a justification for wearing this as a service employee. Perhaps a miner could in their free time, but certainly not a custodian. Did you report it to a Head of Staff or a superior? If so, who? If not, why?: I was the Head of Staff ignored.Actions taken: N/A Additional Notes: N/A

We have double checked miss Emerald Black's medical records, and found that it does infact list in her records that she has suffered significant damage to her hearing capability. Additionally, it also lists; "While she can still hear, it is extremely overwhelming and patient may zone out to avoid irritating her injured ear-drums.". In the future, please be sure to take such things into consideration, we expect as much from our command staff. Additionally, Incident Reports are meant for serious infractions that are unable to be properly handled during a shift. Please keep this in mind in the future.
