Replace full uniform sets with separate bottom/top parts.

(taking sec uniform as an example)

- Remove the full uniform sets: security uniforms are almost all just pants+shirt combos.

- Remake them into separate items: security uniforms would be just bottom/pants items, and separate top/shirt accessory items.

- Consequence is that you could now mix and match the sets.

- For example, pick normal Idris sec uniform pants, with Idris sec alt-uniform shirt.

- Also could pick uniform pants with non-uniform shirt, or the other way around.

I'm not against it so long as it doesn't increase the cost of any loadouts. If it doesn't, could be very neat.
