Radiation goes away by the time the all clear announcement is given

I'll be honest, I don't see why this was changed. The fact you can still get pretty bad radiation poisoning despite being told that the coast is clear is a decision that was made entirely to punish common intuition and feels like a player trap that belongs on something like Lifeweb, not on this server.

I kind of like that the radiation levels taper off, as the Horizon leaves a radiation belt, the radstorm ends, etc., but I agree that the announcement for their end happens far too soon thereafter, (i.e. before radiation levels have decreased past safe-ish thresholds.)

(This could have been fixed since my most recent round played last night, but based on that experience, it seems like the announcements haven't been mechanically changed yet.)

Further, people lose maintenance corridor access far too quickly to make it reasonable to wait for very long, especially if there isn't anyone around who can restore access to maintenance after authorization reqs. are readded.

Were the announcements and door authorization timings tweaked, I'd like what we have now better, narratively.

During all the testing I did, the radiation was always gone with plenty of time to exit maintenance. I did forget to update the description of the PR with the announcement, which I had intended to change, but gave me a merge conflict no matter which way I did it. Regardless, I've put up a PR to change the announcements slightly and extend the maintenance access time to compensate for the radiation needing to dissipate.
