Overview of the Incident: 
Starting from the beginning, I was speaking with Officer Mrrizami-Astafy at the kitchen counter on personal matters before they'd been called over to an incident at the bar. From the back, I observed Husso Szs'Koask staring down Janitor Vhim before Security had asked the former to step away. From there, it was observed that Szs'Koask was grossly intoxicated and eager to start a brawl over a perceived slight from the Janitor. Security and Medical personnel then proceeded to de-escalate the situation, which I had unfortunately only partially recorded as Szs'Koask had begun to speak what I can only guess to be Sinta'Unathi. The transcript of said recording was later found to be worthless as it had only captured the very end of the first incident. Szs'Koask was let off with a verbal warning, reasonably so, and the crew dispersed due to a radiation storm.

Later on I had been attending a Network Security Briefing at the holodeck hosted by the two Investigators on-shift, with both Janitor Vhim and (still intoxicated) Szs'Koask present. All had seemed to be well, and following the end of this briefing with the crew dispersing back to their duties the former had stayed around to converse. Shortly after, Szs'Koask (yet still intoxicated) returned to the holodeck once it was merely me and the Janitor and had claimed that Janitor Vhim 'owed him a fight'. Vhim had no apparent desire to fight - and for clarification, had never seemed to have any desire to do so during this series of incidents - and I attempted to de-escalate by stepping between the two. When I was moved aside and the Janitor was forcibly shoved with their beverage taken and thrown across the room, I had then called for security over the radio and attempted to separate the two of them. Vhim had still not retaliated at this point, but I was shoved against the nearby wall by Szs'Koask in the process and forced to use my flash on him, at which point he stepped away from the Janitor and myself. 

Moments after he'd stepped away, security (including HoS Haller) had arrived and assessed the situation, with Szs'Koask becoming further belligerent. Janitor Vhim had grabbed Szs'Koask's arm in a final attempt to de-escalate, acting no further than that, and was in turn (ineffectively) assaulted by the latter via his claws. At this point Security had stepped in, utilizing their stun batons as Szs'Koask had insisted upon breaking a pair of handcuffs during detainment. I had verbally requested to press battery charges against Szs'Koask for his prior actions, yet the Head of Security refused to do so and let him off with a warning saying that their liberal use of stun batons was "enough" of a punishment.

What most prompted me to write this report had occurred mere minutes later, as the shift was coming to an end. Szs'Koask (still intoxicated) returned to the holodeck, being pursued by Investigators Lindstrom and Augustin as well as Officer Bell. Verbalizing a desire to still fight Janitor Vhim, Szs'Koask was pursued around the holodeck by the three members of security. After Szs'Koask had been detained for the second time, I had asked Investigator Lindstrom if the Head of Security was going to apply any charges at this point, to which she had validated my concerns that it would not occur.

Actions taken:
For the initial confrontation at the bar, Security had managed to cleanly de-escalate the matter. I made note of Szs'Koask's employing contractor (Grupo Amapola) and attempted to learn what had instigated the initial incident. After contacting Janitor Vhim, I'd learned that it was a joking comment regarding Szs'Koask's cola which the latter interpreted as being called 'weak'.

After the second confrontation and battery at the holodeck, Security had detained Szs'Koask whilst Head of Security Haller had refused to apply charges of battery or hooliganism. Near the beginning of this second confrontation, before security had been called, I had attempted to de-escalate the matter without conflict so that security would not need to be called, only utilizing my flash after being shoved against a wall.

After the third confrontation at the holodeck, the very same had occurred with Head of Security Haller refusing to apply charges according to Investigator Lindstrom. I had stood aside and seen no reason to call for anyone, given the immediate action from security personnel.

Additional Notes:
Whatever Szs'Koask had been drinking had seemingly rendered him grossly intoxicated for the near-entirety of the shift.
