Horizon,

While in transit for the anticipated grand opening of Tomorrow's Gate, S'rand'marr's Bluespace Gate, SCC Communications Centre received a distress signal from an SCC shuttle transiting across Adhomai. Due to escalating tensions in the Badlands region, the Horizon will be the only capable vessel in the S'rand'marr system to perform sufficient search and rescue duties. As such, SCC Operations Oversight has assigned Horizon to Operation Snowsight in lieu of pre-existing duties pertaining to Tomorrow's Gate.

Be aware, the location of the SCC shuttle is reportedly within the Southern Harr'masir region of Adhomai, within the Democratic People's Republic of Adhomai under military junta control. SCC Central Command has complete confidence the Horizon will be capable of performing search and rescue activities in spite of present hostilities. However, this is not carte blanche to ignore decency and reasonability in actions while performing operational duties. Any actions that unnecessarily harm local populations or the Conglomerate's public image will result in punitive action.

Operation Goals

1. Secure shuttle blackbox.

   1. Ensure health and safety of shuttle pilot.
   2. Recover testimonial information from shuttle pilot.
3. Secure shuttle cargo.

Listed Operation Goals are ordered in position of priority. Failure to meet any Operational Goal may result in investigation.

 

Information Gathering

The SCCV Horizon is encouraged to seek out and secure information pertaining to Democratic People's Republic activities as well as information pertaining to the SCCV Jaunter, her crew, and her cargo. All information gathered will be CONFIDENTIAL until review. All information must be secured and submitted to Central Command or Sector Administration without unnecessary delay.

Any and all individuals detained or otherwise secured by the SCCV Horizon are expected to receive fair treatment per Standard Operating Procedure. Central Command and Sector Administration must be informed of any individuals detained or otherwise secured. Following review, these individuals may be transferred at the nearest SCC station or capable vessel.

The Horizon is encouraged, but not required, to gather information from detained individuals. These methods should following Standard Operating Procedures.

 

Operational Funding and Supply

Funding and supplies will following Standard Operating Procedures unless otherwise determined by Sector Administration and Horizon Command. Per-mission funding and supply concessions may be required. All departments are advised to submit requests for per-mission supplies prior to the start of associated mission shifts for sufficient time to transport materials from local depots and stations.

Funding may be raised prior to anticipated high-cost missions to prevent potential funding pitfalls during operational activities. Should such cases occur prior to completion of mission goals, requests for heightened funding may be raised by standard Central Command fax. All requests for raised funding will result in review and investigation to prevent fraudulent activities.

 

Conclusion

Horizon, this operation is sudden on all sides. However, you are being entrusted to handle this matter swiftly and appropriately. Get our pilot and shuttle secured. We are counting on you.

Later today delegates from the Southern Harr'masir Warlord, Muharajuurl Muhr'fal, will board the Horizon to discuss terms on SCC operations within the region. It is paramount that the Horizon is permitted access, even if temporary, to the region. Investigating the SCCV Jaunter will be made all the harder if local military forces are harassing our teams, let alone the cost of such in both manpower and equipment.

I will be present alongside a representative from Ringspire. We are here to assist in negotiations, however let there be little doubt that Horizon Command engagement will be needed. The best foot must be put forward after the fiasco in the Din'akk. This means the best hospitality we can put forward!

Meeting minutes will be kept, and time for the delegates to explore and experience SCC Service on the Horizon will be accomodated should they be interested. Let's give them the best meeting possible, and secure ourselves the much needed breathing room to secure the SCCV Jaunter in the coming weeks. I believe in you Horizon!

Yesterday, during a visit from local authorities in the region of Adhomai where the Jaunter reportedly crashed, on-duty command with the assistance of CCSA Elise negotiated for our authorization to operate in said region. Continued approval is contingent on certain key factors:

• We do our work swiftly and without any detriment to the local populace and environment. I won't go into details but our record of operating in this area is less than spotless. All crew participating in expeditions within the region are expected to behave professionally, according to regulation, and uphold the values of the Chainlink.
• We will assist in aid to the region in a number of ways, primarily in humanitarian relief and the repair of key infrastructure. Of principal concern is a defunct radio which, when operational, should provide much needed communication. Our guests have promised to provide us a more complete list of installations in need of repair so that we can plan accordingly. We will also provide food, medicine, and other supplies.
• We were warned that hostile groups, including bandits and adversarial government troops led by local leader Alexeii K’marr, may be operating in the region. While the likelihood of engagement is small, any interaction must be as discrete as possible. We cannot afford to embroil ourselves in greater Adhomian politics if the Chainlink's other goals in the sector are to succeed.

Attention: Sector Administrator 

The purpose of this memo is to inquire and, if acceptable, discuss about bolstering security operation equipment given recent events during asset protection operations. This will mainly be about issues regarding our small-arms capabilities, and the reliability of said equipment givens this sectors conditions. Internal discussion has raised awareness of such an issue, and as such has pressed me to write this to you. 

Summary
As I have begun working within this division, there has been numerous complaints about our small-arms capability in comparison to the duties we are assigned, as well as a lack of flexibility. Our weapons are small-scale, and built for short-term anti-boarding and peacekeeping, and are made to arm a small defense squad. However, in certain circumstances, such as recent events in the Orion Scar, or environments such as adhomai, more robust equipment is required. 

Detail
The armory carries small scale private defense weapons expected for keeping the crew detail safe from all usual threats. It also deters small boarding teams, specifically when it comes to our long rifles. It is made up of both laser and ballistic weaponry, with a large portion of the equipment being small hollow or polymer ammunition given the environment. More importantly, much of the weaponry serves a non-lethal purpose. Lethal options are limited, with fair reason; republic law gives us strict guidelines in regard to private security carry options, raising the requirement of all operators to carry L5 licenses, and the cost of life associated. Given my experience in the field, I considered this satisfactory for operation. 

However, when discussing the manifest with my Warden Ofc. Korakov it was made clear to me that my officers did not think so. Ofc. Korakov made the point that our laser weaponry could become unreliable in adhomai weather, and that our PDW options were largely ineffective in sustained gunfights. The Jingwa Rifle is an old 2-burst that doesn't match up against modern weapons, it cannot keep up with highly dangerous fauna either. The Shotguns do not come with slugs, and the pump-action is made to deal with gremorians and pests, rather than the recent breacher-suited heavily armed raiders we have encountered. Our Laser weapons are serviceable for fauna in the short-term but are not made to be used in rural or non-reliable urban areas. These setbacks leave us at a disadvantage, which has caused a gap in capability between us and our enemies that is only growing. 

Recommendation
During planned operations, it would alleviate our struggle if we were given a small stock of slugs, buckshot, and other lethal shotgun ammunition. Provide higher-end carbines and long arms accompanied with real FMJ 5.56 rounds rather than polymer substitutes. However, given private security laws and our presence within foreign territory, I can understand the hesitation to provide us this equipment. I would like to meet aboard with your team to discuss these optics and local authorities' considerations. It would be preferred if the meeting took place before the end of the month, or the beginning of the next one.

On the 26th of September, plans for the first mission of Operation Snow Sight will be set in motion. The SCCV Jaunter's location has been identified thanks to assistance from both local SCC assets and the Adhomai Liberation Army. It is roughly 20 kilometers from the nearest village, Fahal-Zav-Khazan. The latest ALA scout report is attached. Beyond this, there is little else we have at out disposal for what to expect.

Current intentions will require some intention on the surface. Prepare to secure the shuttle and investigate into its crash, for record keeping. Naturally, the pilot, cargo, and blackbox should be a priority. While we do have leeway to wander, avoid the mountains. It is outside our allotted play space and angering 2 warlords would be sub-par work. Otherwise, the precise method this away mission is performed will be, naturally, decided by the Command team.
