If other, replace line and specify.) Overview of the Incident: Flick Dugmore was in the bar at the time, and has stolen the wheelchair of one of the crew. The cadet present, Eckhardstein, did nothing to stop him at the time, and instead watched on. I decided to intervene, as security was engaged at the moment. I attempted to subdue him without harm, despite his repeated attacks onto my own person. Dugmore then ran away where I caught up with him by tool storage. I nearly had him in control when the cadet flashed me and allowed Dugmore to escape. I shouted at the cadet, admittedly, and I ran back in pursuit of Dugmore, cadet in tow. I again cornered him in the fitness suite, where I managed to fully subdue him when yet again, the cadet flashed me. He then dragged Dugmore to security himself. This was bad enough as it is, but then as I was sitting in the bar, nursing the fairly bad headache I had gotten as a result of Dugmore's attacks, I went SSD for a moment, and upon waking up, I was in cuffs and in security. It turns out, that Commander Evans had declared I was to be arrested for assault., despite having not harmed Dugmore at all. Despite my cooperation at the time, they kept me cuffed, refused to listen to me and were rude all the way through. A charge of battery was enough, but they both knew nothing of how regulations work. Did you report it to a Head of Department or IAA? If so, who?: I was unable to report it, as the offendor was the Head of Security, and it was shift end so nobody was available. Actions taken: None, whatsoever, to my knowledge. Dugmore was arrested and punished, at least, or I'd have more to complain about. Additional notes:

Evans was never informed of the incidents with Dugmore. The original report against Michael Eckhardstein has some valid points and some invalid points. Most notable is the lack of communication from Eckhardstein regarding the reasoning for his usage of a flash on Ritchie during both incidents. Eckhardstein's act to detain Ritchie is deemed valid, as Ritchie's actions can be considered battery and assault due to the apparent injuries Dugmore sustained. Outside of the original report, we have also determined that Brielle Ritchie was operating outside of the official capacity of her role during the shift as an assistant. Personnel should not be acting as security officers when they are not assigned as a security officer during the shift, regardless of training or experience. If assistance is called for by an on-duty officer or the head of security, that is an exception, however there is no indication such call for assistance or any form of transfer took place. Additionally, it does not appear Ritchie communicated the incident or her intent to either security or Dugmore prior to her arrest. As a result, we have chosen to take the following actions: - Michael Eckhardstein will receive a notice regarding proper protocols for detainment and arrest, including proper communication to detained suspects. - Brielle Ritchie will receive a formal warning regarding acting outside of her assigned capacity without receiving authorization through the proper channels. - Brielle Ritchie will be fined for the charge of i103 Minor Assault (400 credits), to account for the postponed processing of Ritchie at the end of the shift. -------------------- DTG: 14-12:18-TAU CETI STANDARD-10-2458 SIGN: Cassie W.
