There is already a CCIA announcement on this but no one checks that the terrorist you may have killed has a DNB (Do NOT Borg) or someone has a DNC (Do NOT Clone).

A. They don't come with records.

B. They are dead and can't tell us otherwise anyway.

C. We can't really trust the word for their team if they are attacking us.

So if we clone them to extract more information, and their team goes. No you can't do that they have a DNC, it becomes a flip flop on the truth, either they are telling it or just saying it to prevent us getting information out of them.

As for DNB, in most cases the hostile has done enough actions to warrant a borging or HUT offense and considering the IC laws, the borging is better than leaving them dead.
