The issue is that you can screwdrive them for different quotes, which are amazering and dickish. People can abuse it and be an asshole, but if it can be put in armory for riot issues, I see no problem.

Just get a specific station directive regarding security and sum it all up with the list Bokaza posted. Anyone that fail to follow the directives can get instantly demoted or reminded again, also Head of Security's(some of them) can stop acting like they're the real law and if you're ordered not to communicate throughout security channel(i.e asking AI to do a thing like private messaging you), would possibly also get them punished, because they're being "fucking retarded" honestly.

We all probably know what they are and their functions, security can primarily use it when a person is running and you're not able to tell him to stop. So I'm not going further. If people disagree with them being handed out to security officers regularly, put them in armory next to riot suits?
