Cardox Grenades - only available in the vault?

I read in the changelog that Cardox grenades remove phoron from turfs, but are only available in the vault.

Wouldn't it make more sense for it to be a chemical that can be created by chemistry/ordered by Engineering?

They can be made but it requires cooperation with cargo. You need to convince them to give you a few platinum, and then grind it up.

Recipe is platinum, carbon, sterilizine.
