Make Siik'Tau optional for all Tajara

Seeing the new amazing suggestion of Siik'Tau being implemented, its kind of a downer that Zhan has to pick either Siik'Maas or Siik'Tau, as having Tau for them would be pretty sensical, as most of them are dumb little shits and ceti not being the easiest language around, they would sub unknown words for words of their own tongue.

So the suggestion is to give Siik'Tau to all Taj as an optional language, giving it a zero point cost.

Orr... Just give Zhan this by default as a language?
