Add a loyalty implant to the loadout

Allows for players to start with a loyalty implant on round start, for when they're not captain/HoS/IAA. But it doesn't just get magically removed if you come as a visitor. 

It could be set as inactive, so it doesn't do anything but show up for scanners as a hunk of metal in you. And possibly whitelist restricted, for command whitelistees only.
