Overview of the Incident: Officer Adam approached Physician Al-Mansoor near the end of the shift. Mansoor had been acting as a supplementary responder during the shift, and had complained vocally about needing food and drink due to the exertion. She expressed a desire for spiced foods, but the station chef was unavailable.  Officer Adam offered a donut he had spiked with fluid from his pepper spray canister, which he later defended as a ‘Joke.’ He admitted to Mansoor that the donut had been spiked, but did not mention what effect this would have, or how much of the capsaicin was present.

 

Upon eating the donut, Al-Mansoor entered a convulsive state, falling to the ground immediately. At this point, I was able to directly observe some of the effects. Her heart rate peaked at roughly 152bpm, on further investigation, it was found that Resident Adrianna Volvalaad had measured a bpm in excess of 250, risking cardiac arrest via tachychardia (Update done on 7/28). Furthermore, Al-Mansoor was in such pain that not even the application of mortaphenyl and dylovene could provide relief. The non-metabolized donut needed to be removed via stomach pump, and she did not fully recover her senses until after crew transfer, some twenty minutes later.

 

The officer brushed off all responsibility for his actions as “A practical joke” and “I told her what was in the donut.” As stated, he neglected to mention the concentration, and its effects. I would like to remind CCIA our doctors are trained in treating the effects of such chemicals, but not in their use. Thus, Al-Mansoor would not have a proper idea of the level of danger she was in. Additionally, she did not ask the officer for the pepperspray- that was proffered by the officer apropos of nothing. Thus, she would never had been in the situation without the intervention of Officer Adam.

 

Submitted Evidence:

None collected, due to the decision to file an incident report being made less than two minutes before shuttle departure, preventing evidence collection.

Did you report it to a Head of Staff or a superior? If so, who? If not, why?:  As a Head of Staff, I am already aware of this event as a witness.

 

Actions taken: Head of Security Suvek Tokash suspended the officer for the duration of transfer, and Officer Adam was disbarred from the Medbay, excluding medically significant reasons.

 

Additional Notes: Due to how late the event happened in the shift, I am not convinced the actions taken were effective. Officer Adams was suspended for a measure of only five minutes at most and did not even apologize to Dr. Al-Mansoor. Further, they appeared quite indignant that anyone was attempting to hold them to task, a rather poor attitude for an officer of ISD to hold. I recommend something of longer duration, or at the very least the inclusion of training in proper equipment use and disbursement, and an apology to Dr. Al-Mansoor.

The alleged offender terminated their contract before an investigation could be carried out. Those involved will be fined approximately 50CR for wasting the resources and time of the Central Communication Investigations Agency.
