The crew for the shift in question numbered in the single digits, and they had all gathered at the deck 3 café. After getting my affairs in order at the office, I made my way over to the café to join in with the social activities and immediately noticed that the Dionae Warden was staring and generally looking at me with hostility. I attributed this to them being a member of the "Pests of Titan Prime," a Dionae group that has only recently resumed more cordial relations with the Zo'ra Hive after a period of conflict. Due to their circumstances, I ignored the hostility at first. Despite this, however, after I obtained myself a drink, the Executive Officer mentioned that they had been talking about the Vaurca Hiveship Titan Prime. I inquired about the nature of the conversation, and they shrugged it off; but during this, the Warden made a snide remark towards me. A while of idle conversation and chatter later, the Dionae began asking me somewhat snide but earnest questions regarding the Titan Prime situation and my role aboard, which I answered truthfully but did tell them they could drop the pretence. Eventually, however, this escalated into a verbal disagreement between the extremely agitated Warden and myself, where I attempted to correct misconceptions they had been spreading regarding the incident. The Warden stood up and approached me at this point. Despite the movement, the disagreement was progressing in a more productive direction, and the Warden took no violent action. I had hoped to convince them of shared fault regarding the historic incident aboard the Titan Prime when the Executive Officer, standing behind the café bar, drew a ballistic firearm unprompted and pointed it at myself and the Warden, threatening to "blind us both" if we "intended to murder each other." I demanded that he return the firearm to its holster, becoming irritated by this unprompted intrusion and, as I was unaware that the ballistic firearm was non-lethal, even somewhat concerned for my life (though it was still loaded with flash-rounds, which the XO later admitted he chose because he knew it would maim Vaurca and Dionae). He refused. At this point, my attention had mostly shifted to the Executive Officer as the more pressing issue, holding myself and the Warden at gunpoint and demanding the de-escalation of a threat that didn't exist to begin with. I, the Chief Medical Officer, and the Investigator all asked the Executive Officer to put his gun away, but he refused again, appearing more likely to open fire with each passing moment. During this entire incident, the Head of Security Quisuu was present, but instead of intervening with the Executive Officer turned armed gunman, they decided the only action they would take would be to move out of the firing line to apparently give the Executive Officer a clearer shot at us and stand completely silent. The Head of Security only said something when asked by the CMO to "please say something" after several awkward minutes of silence and following prompting by the Investigator, to which they asked softly if the Executive Officer could "not escalate the situation" and then resumed silence. The argument and standoff were only broken up when IRU-Eleanor stepped forward and, due to the Head of Security's lack of action, took it upon themselves to intervene and prevent an escalating conflict. After this, the Executive Officer holstered the firearm and made a number of contradictory remarks about how they "picked the rounds intentionally as they would only harm Dionae and Vaurca" and then how they supposedly never had any real intention to use it. The investigator left when the Warden did, and it was clear they believed the situation had been resolved remarkably poorly. I expressed that I would be filing an incident report regarding being held at gunpoint and the poor performance of the Head of Security. The Executive Officer "formally asked" I leave the Head of Security out of the incident report however I informed them I would be including them. If so, who? If not, why?: Unfortunately the Horizon's Head's of Staff were the primary cause of the incident. Actions taken: Executive Officer reported to me that they had discussed the issue with the Head of Security and understood that I was going to file a report with the SCC.
