Make circumstances allow command/crew to leave

What the title says. Upon looking back at this, I actually have no idea if this is a written regulation or not.

Make it so RDs, as command staff, are explicitly permitted to step off the ship to organize expeditions without other command to also serve ship functions.

If it's reasonable, make all command permitted to as well, if in the same circumstance of being alone.

If all that is still reasonable, allow entire manifests to leave with some takeaways, like needing to set up basics before going. (This would honestly probably need more work in keeping the Horizon from getting disassembled by the environment/ghost roles while empty.)

They, or any other command who do this, would still need to go through other command if they're not alone to leave. That isn't regulation either, but it's common courtesy both for the players OOCly and professionalism/coordination ICly.

Benefits : In low population rounds, or rounds where we miraculously have no command, we're able to have our command players voluntarily hold expeditions to areas, sometimes occupying the entire manifest who would otherwise be forced to sit around bored.

Downsides : Mandatory round start setup forcibly delays or could completely block these circumstances from occurring either way in a lot of cases.

All of this could be clarified on an exploration/expedition guide and regulation page, since it's pretty essential moving forward even if this suggestion is declined or changed.

Seems like a policy suggestion but I'm not against it since half of the fun of NBT is visiting places like Adhomai.

But, after a moment of thought, this should be rescinded if the alert raises about Green in any way.

Usually unless an RD is the only command member on, I do my best to facilitate them being able to leave. But having this entrenched in IC canon rules would be good.
