Adjust the Horizon's Timezone

Right now, the busiest hours for the server are roughly 9pm until 3am UTC. The in game time reflects this. This means most highpop rounds take place during the "night", and one highpop rround even takes place during the awkward day change. While day and night are meaningless on a star ship, this does makes paperwork a little funny, and makes it difficult to celebrate (in universe) birthdays and holidays.

To fix this, I merely propose the Horizon is shifted, so the 9pm to 3am irl time would represent roughly 1pm until 7pm in game - basically, have the Horizon on UTC -8. It's a minor and easy change, but one which will improve some roleplay situations.

I actually have an unorthodox suggestion, and it's to shift to UTC+8 instead.

A sizable chunk of our userbase is American, therefore play in the evening, i.e., after work. Therefore, it would make sense for the time to be morning on the Horizon - peak hour means day-shift on the Horizon, then lowpop would sensibly be night-shift.

At minimum I'd want the start of the daily pop build up to be not far off noon in game. +8 means the early euros (myself included) will be playing in the early hours of the morning. If wee consider the "cycle" of pop most days is roughly 1900 to 0500, +8 means pop would be about for 0300 - 1300 in game, which is not ideal. -8 allows an afternoon into evening shift, with deadpop been late night and morning.

However, I'm fine with any timezone as long as we get the midnight "day change" out of peak pop hours and into deadpop.
