I'm pulling from a thread that's a week or two old an can be found here.
I was under the impression that the Head of Security and Warden were the only security members that could brig for more than minimum time regardless. However, should they brig someone for double or triple time could a captain order the time reduced if he isn't satisfied with their reasoning why the timer was increased?
From everything I've read and seen, the warden does NOT have an elevated position. They are the same rank as a common officer with altered job descriptions. The warden's job is to watch over detained crew and to ensure they are properly cared for and released when their time is up. Essentially the warden is in charge of whatever goes on in the brig on the same level as a sec officer, whose job is to patrol and detain crew who are causing issues. Basically, once a prisoner enters processing and the officer has given the warden the full story and charges and evidence, the warden brigs and sets their timer. This does NOT give them the authority to set the "additional penalties" for the detainee. That power should only lie with command staff, primarily the HoS, or if he's absent the Captain. Other command staff might be capable of input so long as neither of the primary positions are on station at the time and a judgement is needed, in which case command should be contacted and those additional penalties pardoned if CC calls for it.

Do I have the general gist of this?
