This was something I had thought was really high priority at the time when it was brought up due to the nature of how tasers/halloss-based weapons interact with heavy armor or other items that are coded to modify halloss damage. In the previous code, there was nothing strictly wrong about putting 3 stun bolts into a nuke op and the nuke op sagging into unconsciousness, because that's how game mechanics worked.
I'm still hoping that even with weakened tasers and stun-guns in the new code, that siemens will be fixed to further discourage the use of ranged non-lethal stun weaponry in an effort to balance out the meta around stuns.
