Captain is a pretty contested slot. Many that would like to play captain simply don't because the slot is always taken by them. We had a similiar issue with a certain HoS a few months ago, who would be on for... basically 12 hours at a time.

Once they stop playing captain the numbers will rise.

I'd say if that is an issue then we should instead tweak the job allocator to increase the randomness in who gets a job when multiple people are readied up for a job. Giving mains a lower chance vs others for every consecutive round they play until it resets would be fair. If its a contested slot then we should see this reflected in a higher diversity of characters in the role.
