Chems need nerfs before all else, then after that it should be fine to have more experimental changes. Right now the issue of medical being boring is less due to the actual medical/diagnostic/surgery side and more to do with how ridiculously OP certain medicines are. Having to diagnose things through symptoms would be a fucking amazing change, but I'm not sure how it can be brought in with the current state of the department. I like the thought behind this PR though.
