The Tri'zar Guild owns a monopoly of aquaculture industries, which includes sprawling aquaculture farming complexes as well as what was the largest pre-War fishing fleet on Moghes. Owned by Guildmaster Hazrakti Tri'zar, the Guild was established in 2014, and proceeded to dominate the aquaculture industry. However since the onslaught of the Contact War radioactive fallout has spread over the Moghresian Sea and other freshwater and salt water lakes, killing vast populations of fish. "We've been forced to decommission almost half of our fishing fleets," Guildmaster Tri'zar said in a statement, "our nets are coming up empty. There just aren't anymore fish, and all the ones in our fisheries are dying because of how sensitive they are to radiation. Unfortunately this means we are forced to remove 65,000 Unathi from our workforce just to get by. Unless we find alternatives soon I can't imagine our guild will manage to continue operating." These lay-offs would be the largest in 2458 to date, which has added more numbers to the unemployment rate of 28%, and adds further pressure on the price of food across Moghes. Market research shows that sustaining the recommended Unathi diet of 3,000 calories a day costs an average of 500 credits a day, up from 40 credits Pre-War. Malnutrition and starvation are rampant across the planet, which has created a refugee crisis as hundreds of thousands of Unathi from across the planet attempt to flee to Izweski territory in the Untouched Lands. The incredible strain this has placed on social services and public safety has lead to many Lords to outright banning refugees from settling in their land. With many stores and markets facing empty shelves, many Lords have complained that they are unable to feed their own citizens, let alone refugees. In response to the Tri'zar Guild lay-offs and frank confessions about yields the Imperial Office of Sustainability, an emergency cabinet of 12 advisors and scientists set up after the Contact War, have given an official suggestion that Moghes is given a famine warning for the next 3 years. Prince Lord-Regent Not'zar Izweski has accepted the suggestion and has implemented a famine warning for Moghes, with planned price ceilings for food and water in coming days, but Not'zar has ruled out the banning of food sales to other nations on Moghes, saying it would be "the lowest form of dishonor to hoard food while the rest of Moghes starves." Prince Lord-Regent Izweski has also called for the various independent Frontier Systems bordering it to "open their storehouses" and offer food in the form of humanitarian aid.
Guest Marlon Phoenix Posted July 30, 2016 Posted July 30, 2016 Lords Council Walks Out of Not'Zar Confirmation Following "Radical" Speech Not'Zar Izweski was today officially named the Heir of the Izweski Hegemony as a council of 92 Lords and 1 Overlord arrived to swear fealty in the Izweski Citadel, which has seen most ambassadors and officials outside Izweski space recalled. The lavish ceremony began with the Lords kneeling before Not'Zar and swearing their support to him. This ceremony had the notable exception of 19 Lords who declined to attend, and 4 who openly demanded S'linzar go through the ceremony instead. The ceremony was not open to the public, but its procession was broadcast across the Extranet in a live feed. After the official oaths of fealty Not'Zar Izweski was given a ceremonial Hegeranzi bone crown that symbolizes the heirship by the S'kakh High Priest Yizra Unzi. WIth it, Not'Zar izweski has been given the full title of Prince Lord-Regent and Heir of the Izweski Hegemony. Not'Zar Izweski then gave an extremely controversial speech to the assembly of nearly all the Lords of the Hegemony. In the speech Not'Zar Izweski said: "I thank the valiance and bravery of all of the men before me, who give my ancestors this blessing of witnessing me taking on this title. I deeply wish this mantle was bestowed upon my late brother, but I have accepted the duty placed on my shoulders. But this duty is also a responsibility, and you all share the same duty and responsibility with me. My father, before his condition, knew of the challenges our Empire will face. These challenges were brought by hubris and stubbornness. In our blindness we allowed war to consume our Homeworld and now before our very eyes we see our world dying. Today you had an important choice that you had to make, and that was to name me Heir. You now have a second choice. Our civilization cannot sustain itself. We must be better than our past. The traditions that sustained this world have now lead to its destruction. We must abandon the traditions that hold us back. We are trapped within a cage of our own making. You must choose break free from this cage through compromise and modernization. If we don't then Moghes will die, we in this room will die, and the Unathi will die. And the galaxy, in its vastness, will not blink its eye." Following this speech 38 of the assembled delegations staged a walk out. The 53 remaining Lords and Ourean Overlord Tarkart Yiztek reportedly had extremely mixed reactions to the speech, with several instances of fighting and heated arguments between the council. Following the official ceremony the remaining delegations were granted a feast within the Izweski Citadel. It's unclear if arrest orders will be given for the Lords whom refused attendance or walked out after the speech. Refusing to swear fealty to the Heir is considered treason, and walking out during the ceremony can be interpreted as abandoning the oath. Not'Zar Izweski's ascension to Heir-ship has added to his legal power, with his dual role as the Lord-Regent for the current Hegemon who remains in a coma. However it's unclear how much political power Not'Zar wields, with his position already beset by a succession crisis. Not'Zar Izweski also remains deeply unpopular with the majority of the Hegemony upper nobility, who have vocally questioned the merits of Not'Zar's ties to Skrell and human society as well as his physical handicaps.

After news broke about the Pheonixport Police and their treatment of Synthetics in one of Biesel's largest cities our station has found many Sinta'Unathi have started to take a liking to the PPD and their way. An extranet poll for residents of Skalamar show 49% of respondents "applaud" Phoenixport actions against the soulless constructs. Rinzi Azgar, a prominent priest of the Sk'akh faith, had this to say: “I applaud these humans. They seem to have their heads straight in these matters. These things have no right in society, and it may be a stretch to say they have even the right to ‘live.’ If anything these things should be put into mines or farms or factories. But that's only if they aren’t destroyed like they should be. I just wish they were completely unprotected here, so we could begin purging their numbers.” A short poll taken in Ma'ha'rem shows that 64% percent of respondents "strongly agree" with the above statement, and similar statements being made around the planet. However, these numbers change in polls on on Ourea, dropping to only 31% who "strongly agree". This division has some within the nobility worried about the ethic divergence in the Izewski Nation. Right now, the lords who walked out of the delegation are all looking at Not’zar and waiting for him to respond but thus far he’s been silent on the matter. Yesterday morning the Lord of Bahard, Sslass Korhar announced that he would be closing the city to refugees in the name of preserving the dwindling food supplies. This was met with outrage from the refugees already harbored in the city but protests did not get violent until Kohar's latter announced a price freeze and rationing for city residents, with refugees to be excluded from food privileges. Mere hours after that was announced refugees began attacking markets and warehouses. Watchmen were quickly overwhelmed with several reported deaths. City authorities quickly responded to quell the rebellion with lethal force while the town's military levy mobilized to assist city defenders. Since then both refugees and legal citizens of the city have joined the riots which has seen destruction of public and private property, and further injuries to Watchmen attempting to quell the situation. As of right now there have been 24 confirmed dead, 11 of which are Bahard Watchmen. Video footage has shown what appears to be Korhar’s clan house has being set ablaze in the conflict. Information is not yet available as to the safety or whereabouts of either Korhar nor his immediately family. News of the uprising has swept across Moghes and has lead to further unrest in the cities as refugees and residents fear an outbreak of violence or retaliation. Refugees all across the Hegemony have been fleeing from the shelters they were graciously allowed to live in and finding other places to live where they cannot be documented, while record numbers of robberies have been reported in stores and supermarkets across the nation. In relation to this news, several prominent Guilds have increase their private security, several of which confirming that they are willing to use lethal force to respond to threats against their corporations. Even the Tri’zar Guild, the one who had suffered record lay-offs, has given weapons to their sailors and cargo technicians. Outside of this, they’re asking the Hegemony to help protect the means of feeding the people, and remove the refugees from the Nation so that there's a chance not everyone has to starve, including several pointed remarks on Not'Zars failure to address the issue. The embassy also has a large crowd of Unathi protestors, with the demonstration prompting the City Watch to increase their presence around the compound. "If this were a mere private institute giving these statements then they could be safely ignored, but it is ATLAS is part of the Alliance government so we can only take these as sponsored by this government." If ATLAS is willing to pervert science into a tool of propaganda then how can they be trusted to act with consideration, tact, or even have decisions based in reasonable fact? When I lived on Luna for my studies, I once saw an ATLAS representative holding a sign saying 'Finish The Job: Glass Moghes'. So while this is disappointing, it's not surprising, given the attitude and statements given by ATLAS on a near daily basis." Lord Admiral Trazarial Yizarus, Captain of the HMV Cataclysm, war hero of the Frontier Offensive, and defender of Not'Zar during the coup attempt by S'linzar, also gave a statement in conjunction with the Lord-Regent and Heir, though his statement has not been officially sanctioned by the Izweski. "ATLAS, and by extension humanity, have since day one of contact done nothing but ensure our species is ruthlessly exploited. Of course they show zero respect for us; humanity holds no respect for us and will never respect us. They value nothing save their own power and wealth and this won't ever change. If ATLAS were to ever gain full control of the Alliance then we would find our very existence in question, to which we can only continue to solidify ourselves against them. With a population of only 250,000 and the primary connection being a single road connection, Isoz has remained rather isolated from the rest of Ourea since it was first settled in 2440. Now the city is subject to intense Hegemony media attention as authorities swarm into the city to deal with the fallout of its Lord Azira Iyiza being detained by city Watchmen. Originally elected as the city mayor before Ourea was returned to the Hegemony, he has been serving as its feudal Lord since 2457. However the city Watchmen, police agents under authority of the Lord, enacted an apparent revolt and seized Lord Iyiza. The Watchmen accused the Lord of engaging in black magic before the local Court. The Chief Watchman Yizurai Huzizk released the full length of criminal charges for Lord Iyiza, which include kidnapping, black magic usage, and occult behavior. The Chief Watchman claims that the Lord has been kidnapping and bloodletting citizens of the city for at least three years. Alledgedly several Unathi females that were given private meetings with the Lord suffered blood loss and confusion. One death has been tied to Lord Iyiza, a young actress, Traiza Aiztia, who attended a feast arranged by Lord Iyiza and who was last seen leaving the dining room with him for the interior of the manor. When she was found again in the garden outside the manor she was suffering from severe blood loss and died en-route to the hospital. The feast was cancelled and Watchmen questioned the attendees but no suspects were charged until now. Isoz Watchmen also said that their search of the Lord's manor following his arrest revealed several books on the occult, as well as modern bloodletting. Watchmen also claim that, alledgedly, during his arrest Lord Iyiza struck an "unnatural, debilitating sense of fear" into two arresting officers, which caused them to fall to the floor in fright. A powerful group of Lords from across Moghes today approved the formation of an unprecedented new religious authority that has been called the Mariziite Order. This religious police has been granted authority unprecedented in the history of the Sk'akh faith on Moghes, as it is being given unrestricted jurisdiction across Hegemonic space and supremacy over civilian courts. This organization has its own religious police force with officers called Mariziites which are mostly Warrior Priests or hired from the ranks of civilian Watchmen. The Mariziite Order has been formed in response to incredible alarm and panic across Moghes over fears of members of the upper nobility and faiths being members of a secret cult and practicing forbidden occultist magic, or otherwise promoting daemonic influences. This panic was sparked by High Priest Unzi releasing documents on November 11th GST that tied influential members of the government to a secretive daemonic cult. Since then High Priest Unzi has been progressively granted more power as the number of accused Unathi is growing every day. Several high profile arrests have already been made, including key members of the Ickza Clan, including Zairozi Ickza, father to the previous heir-apparent S'linzar Ickza's. The wife of Overlord Yiztek has also been arrested on Ourea following a brief scuffle with the Overlord's personal guard. Both individuals have been accused of being members of a cult that promotes daemonic influences. In total 112 Unathi have been detained and are awaiting trial. One execution has taken place, with a minor Th'akh shaman tied to using his position to promote daemonic influence in his followers, as well as partaking in blood magic. Sources within Skalamar have confirmed that armed Mariziites have surrounded the Izweski Citadel, the home of the Izweski Clan's immediate family. The Mariziites entered the property at 9:31am GST and demanded entry past the first security checkpoint manned by Watchmen, presenting a warrant for the arrest of Rak'ta Izweski, Clanmother of the Izweski and wife to Hegemon S'kresti. The Guwan Guard did not allow the Mariziites entry into the Citadel, denying the authority of the Mariziites. The Religious police retreated to the first checkpoint and summoned reinforcements. Not'zar Izweski was notified of the attempted forced entry and ordered the Citadel gates to be sealed. At 9:53am GST Mariziites beseiged the Citadel, with 112 officers of the religious police at the Citadel's three gates. City Watchmen did not attempt to intervene, and have instead created a cordon around the Citadel, blocking traffic and keeping on-lookers from the scene. In recent days she has even begun to forcefully eject certified physicians from S'kresti's quarters, allowing only herself and foreign mystics inside. The 5 day long siege of the Izweski Citadel by the Mariziite Order, which remained locked in a tense stand-off, was ended a mere hour ago after an extremely dramatic afternoon that saw 5 dead and scores wounded. The Maraziite Order, a religious police force under authority of the High Priest, besieged the citadel after being refused entry by the resident garrison of Guwan Guard. The Order has been attempting to detain the wife of the Hegemon for accusations of being member of a cult and using black magic on the comatose Hegemon. Today, at 9:32am GST a Maraziite helicopter dispatched to the scene hours beforehand alledgedly flew too close to the Citadel's airspace and did not respond to demands to leave by the castle guard. At 9:46am the helicopter attempted to fly directly over the castle and in response the castle's defensive garrison engaged it with a mounted laser cannon, disintegrating the tail end of the helicopter and sending it crashing into an electronics store several blocks from the citadel. Responding emergency services were unable to resuscitate the pilot or the 2 crew-members, who were pronounced dead on the scene, while 4 people that were in the building have been hospitalized. After the helicopter was engaged the surrounding Maraziites attempted to breach the citadel defenses with ballistic rifles and C4. They were engaged by the citadel's garrison from behind the walls. The attackers were repulsed with 4 casualties and several hospitalized, while the defending garrison took no casualties. A Maraziite armored vehicle failed to breach one of the citadel gates after ramming it and was abandoned, blocking the entrance. Stray fire from the incident hit several bystanders behind cordons, resulting in the city Watch expanding the range of the cordon and forcing many more streets to shut down. After the skirmish Not'Zar Izweski contacted High Priest Unzi for negotiations to end the stand-off. In his broadcasted message he said, "I strive to be diplomatic at every step, and I strongly urge a peaceful end to this situation. But this desire for peace is not meekness; the walls of my castle are strong, and the men within it just as strong. Anyone who wishes to enter my home will do so as a peaceful envoy or they will not enter at all." High Priest Unzi arrived at the scene at 12:05pm GST to attend negotiations. He approached the primary citadel entrance and the gate was raised to allow him entry, shutting behind him. Predictions of the amount and levels of the radioactive fallout are difficult because of several factors. The Lord-Regent and the rest of the royal family and central government have been evacuated to an orbital medical facility and are believed to be undergoing examinations. Other members of the Lordships have been evacuated by Civil Defense to fallout shelters. Orders for evacuations of the major cities have been given. While the levels of radiation contamination is not believed to meet levels of a lethal dose, Civil Defense activated the Emergency Alert Network. Mass panic was reported following the wailing of Civil Defense sirens, which were previously used during the Contact War during the nuclear exchange. Thousands of urban Unathi are being evacuated out of the affected cities while urban shelters are currently filled to maximum capacity. Foreign dignitaries will not be affected by the change, as all embassies remain in orbit of Moghes, but Lord-Director Tiryzu Izweski of the Office of Xeno Relations is being relocated to New Skalamar. The area surrounding the Izweski Citadel was a priority target for clean up operations after the fallout fell. Combined with the fallout shelters built under the citadel in the early 2300's has lead the immediate royal family, including the comatose Hegemon and his wife, to remain while under normal guard. The staff of the citadel will not be reduced. The High Priest has elected to remain within Skalamar, and has voiced concern for the 'abandonment' of the ancient capital, sparking unease within conservative elements of the government and those left behind. Tragedy has struck Ma'ha'rem today as almost a hundred Guwan laborers are reported to have engaged in a sudden, spontaneous uprising earlier this evening. The incident has resulted in over a dozen deaths and injuries, the tragic death of Clan Mother Azui Gureiza, wife of the city's Lord, and a decisive counter-terrorism operation by the Maraziite Order Air Corps. Several days before this event the Maraziite Order was already conducting investigations into the Guwan population of the city. Ma'ha'rem Chapter Master Kizthrazi's investigations lead him to believe that an influential cultist leader had infiltrated the city and was spreading dissent and heresy through the Guwan districts. The cultist leader responsible was later identified as Iakeiz Thazii, a former priest that had been accused of heresy and banned from the church after allegations of using blood magic. Several Guwan were arrested and confessed under interrogation of embracing the message of Thazii's heresy, claiming he promised them liberation and eternal bliss if they helped him spread anarchy and chaos to destroy society. After several days of eluding authorities and spreading his message, it is believed that the heretic Thazii ordered his Guwan followers, through unknown means, to suddenly rise up during the clean-up operations still on-going in the city. Using knifes and blades believed to have been smuggled in, unconnected groups of Guwan laborers rose up at the same time and attacked the city watchmen and civil engineers overseeing the operations. The cultist uprising soon fueled a general uprising as Guwan workers began to spread through the city as marauding hordes. According to sources that witnessed the uprising, the Guwan took no prisoners. "The armored vehicle we were in was surrounded by Guwan armed with clubs, knifes, and guns," Watchman Trizu Atrai said, "we were holding in place until reinforcements came because there were only 6 of us in there and a hundred out there. Through the reinforced glass we saw a truck turned the corner, and a dozen robed figures swarmed it. They smashed in the windows and started stabbing the occupant. They were savages, and I was pleased when we received back-up and were finally allowed to open fire." By now the city Watch was overwhelmed by the spontaneous uprising, and in the dissarray were unable to prevent the tragic matricide of Clan Mother Gureiza. Clan Mother Gureiza was in the Azirauza marketplace when it was assaulted by cultist Guwan. Her personal guard were unable to evacuate her in time. The 7 Unathi retinue fell in battle to her defense. To the horror of on-lookers she was struck repeatedly until dead. After almost 20 minutes of runaway looting, arson, murder, and matricide, the city Watch had finally rallied and began a counter-offensive. They were aided by the Maraziite Order, who's heroic Iron Masks were seen taking great risk to beat back the savages and heretics who were threatening civilians in areas initially abandoned by the Watch. In the later stage of the counter-offensive, when approximately 150 Guwan cultists and rebels had organized a break-out into the countryside, the Maraziite Order Air Corps dispatched their local Chapter's 2 rotor-powered gunships. With their mounted, rapid-fire turrets they were shown mowing down the heretics and keeping them in disarray until Izweski Marines arrived on the scene, killing and arresting all but 12 unaccounted Guwan. In the end 34 Guwan remain in custody. 24 of them have been accused of heresy and have been turned over to the Maraziite Order. The remaining 10 are expected to be beheaded within 48 hours for their crimes. Chapter Master Kizthrazi told us that the Guwan in his custody would be "cleansed before the Mother." He also regretfully denied rumors that Iakeiz Thazii was arrested, urging all righteous citizens to remain "vigilant to threats of the body and soul" and to report any sightings of Iakeiz Thazii or signs of heresy.

All Guwans employed by the navy work in support positions, typically in custodial or cargo roles. They earn a much lower pay than sailors and are considered 'wards' rather than actual naval employees, giving them no rights afforded to men of arms. The only exception for the order was made for the Guwan Guard of the Izweski family. Originally the Lord-Admirals requested they be removed from the Izweski's service and replaced with typical men of arms but this request was categorically rejected by the Lord-Regent. The Guard is a special, private force of bodyguards that protect members of the Izweski family. As the navy expels its Guwan populations, many on the surface of Moghes and Ourea are wary to accept the deported. A statement has been released from Moghean Space Command in which the agency has confirmed rumors that a large Hiveship has been detected entering the Uueoa-Esa system. 1 hour after the vessel was originally spotted the Lord-Regent was contacted and informed of the incursion and its possible sources. 6 hours after the Lord-Regent was originally notified, confirmation was sent to him that the vessel matched the agency's data on the ark ships typically employed by Vaurcae. 24 hours after original detection the Royal Government sent notifications to the nobility of the Hegemony, and this public release 48 hours after first detection. According to the release, the object was detected outside the Ytizi Belt, the outer asteroid belt surrounding the system, after it developed a massive heat signature over the course of a few hours. The object has been described as "colossal", with long range scans showing it to be almost 28 kilometers in length. For comparison, the Cataclysm, the Hegemony's largest warship, is only .94 kilometers in length. However it is smaller than the Hiveship "Titan Prime", which measured 30 kilometers in length. The vessel, dubbed Fortoken by the royal government, is expected to pass Omzolo, the outermost gas giant in the system, by late evening on March 9th. Navy scientists have examined the vessel's massive heat signature and known models about similar Hiveships to predict with confidence that the Hiveship is charting a direct course through the system, passing between Moghes and Ourea, slowing down as it passes the planets. The press release does not go into further detail, but more information has been provided in a statement released by the Lord-Regent Not'Zar Izweski. "The 1st Fleet has been moved in defensive orbit of Moghes, and the 2nd has been moved in orbit of Ouerea. These are just cautionary steps because we are still unsure as to what Clan these Vaurca hail from. We want to be prepared with our defenses but not potentially make them feel we are preparing an attack on them. We have been broadcasting messages to the ship, with the assistance of third-party xenolinguists, after we became confident we were dealing with a Hiveship. The drone is filled with large amounts of data, including in-depth information on Sinta'Unathi language, culture, and politics, biology and anatomy, as well as basic scientific, geographic, and topographical information on all planets present within the system. The drone also includes recorded greetings from the Hegemon, the Lord-Regent, and Lord-Diplomat Sa'zi . There has been notable alarm at immediately handing over a wealth of information on the system and Sinta'Unathi, but Sa'zi has stressed that all information are things the Vaurca will find out sooner or later through observations or recording. The vessel itself also appears to be very wasteful – its engines rate its thrust far greater than it conceivably could need, almost as if its original designers expected some sort of resistance in space. That is not to say that the ship isn't impressive - after all, if our analysis is correct, then this ship took several nuclear detonations to the hull and retained hull integrity. Despite this however, the Fortoken is still armed to the teeth, with a great deal of armaments coating its exterior. In fact, all portions of the vessel not dedicated to the engines are dedicated to strife. It is a near twenty eight kilometers of unbroken capacity to destroy. Yet despite its sheer firepower, strength, and majesty, it was still crippled by unknown forces beyond known space. We find all of these discoveries most perturbing, and wonder greatly at their meaning. Following the release of these statements and several others concerning superficial data pertaining to the Fortoken on the morning of the 12th, there was roughly twenty four hour period of silence from the S'zseki. Today, the S'zseki science team justified this silence by stating that they had received contact from the vessel shortly after posting the data to the public. Lord-Diplomat Sa’zi insists that the behavior of the vessel of the past three days indicates anything but a desire for conflict, and has stressed the need to continue negotiations. He has marveled at the fact that the Vaurca were able to transmit such coherent messages in Sinta'Unathi when just 4 days ago they had no known language at all. Both Lord-Admirals of the 1st and 2nd fleet have rejected this view, and are believed to be urging the Lord-Regent to terminate negotiations and allow them to conduct a preemptive, mass assault on the Kl'ax vessel to force it to leave Hegemony space. They believe that the Kl'ax are preparing plans to invade Moghes, and they say they are willing to throw themselves upon the Fortoken with the fury of the ancestors materialized. Lord-Admiral Yizarus gave an address to his fleet which was also picked up by civilian stations, in which he urged his men to prepare to fight the invaders. "Never before have we faced such a threat. War consumes our memories, but the catastrophe of the War that broke our home is dwarfed by the malicious firepower of these unknowable, relentless daemons marching to our gates. Every moment of idleness they prepare their plans of slaughter. We will throw ourselves at them and unleash our fury until their ship buckles and breaks before our might. We shall board their vessel and with our skill and martial ability carve through their ranks and cast their carcasses into the depths of space. After several days of tense negotiations in which the Admiralty continuously demanded a preemptive attack, the Lord-Regent has turned around and officially vassalized the K'lax Hiveship and all the Vaurca within it. This marks the first time in Sinta'Unathi history that a non-Sinta has been made a peer of the realm, and the second Overlord to be named. Ta'Akaix'Zkaii'xay'yil K'lax, one of the three queens that oversee the Hiveship Fortoken, was granted the planet as part of the "Seven Points Treaty of Tret", which outlines the following terms of vassalization: 1) The K'lax are granted the fief of the planet Tret. All of its surface not currently held by other parties are granted for use by the Overlord and the lesser Lords of Tret. Mining rights by current companies inhabiting the planet will be respected.2) The K'lax, when landing their hiveship, must dismantle and recycle the engines and launch apparatus, and as a consequence, not build or maintain any stations or ships in orbit. This term is re-negotiable every 5 years. 3) The K'lax will not build or maintain telecommunication relays or transmitters. The Hegemony will build one for them, and while they can broadcast whatever they please, the Hegemony's primary purpose is to block any deep space transmission that might catch the attention of other hiveships or Vaurca. 4) The government will grant bulk phoron shipments to Tret to allow the K'lax to kickstart their colonization. These shipments will be met on a by-need basis, and the debt caused by the sales will be repaid over time. To help the Royal Government afford the debt, it will open a lottery where Guilds may buy and trade the debt. 5) The K'lax agree to the feudal contract of the Hegemony, with all the rights and obligations this entails. 6) S'kakh faithful and Maraziites will be permitted entry to ensure spiritual law and order is maintained but will be instructed to pay all possible respect to local beliefs. 7) The Royal Government is given a portion of Bound to be used as unskilled labor. The Fortoken has already begun to move towards Tret, where it is expected to land in the northern hemisphere of the planet in the Reivak region. The planet is completely devoid of atmosphere, but previous human industrial equipment carved out massive mining complexes that, with enough effort, be sealed and pressurized. The first bulk shipments of phoron are already being withdrawn from the Hegemony's reserves. Many Lords have voiced concern over Ta'Akaix'Zkaii'xay'yil K'lax becoming a peer of the realm not even a month after becoming known to the Hegemony. But Not'Zar has heavily stressed that the vassalization of a Hiveship is evidence of the effectiveness of the Not'Zar Doctrine: wherein the Hegemony incorporates xeno races on equal terms to Sinta'Unathi. "Overlord Yil is a great ally and friend to our species," Not'Zar Izweski told an assembly of Lords in Skalamar, where he introduced Ta'Akaix'Zkaii'xay'yil K'lax to the court and formally inaugurated her as a peer of the realm. "She and the other lesser queens will prove vital allies. We have mutual destinies and mutual goals: the safety and security of our species. Together we may forge a Hegemony bound not by species, but by fraternity." Many Unathi present during the ceremony said they were extremely uncomfortable by the presence of Vaurcan delegates; for many of them it was the first time they have seen Vaurca up close. There were several unbound and their bound servants. Many Unathi were also skittish around the Vaurca warriors that were with the queen. The warriors, known as Type BB, along with the large sized queen, dwarfed all present. Some commented that their size and scale made the Guwan Guard's horned breacher suits look like hatchlings in comparison. The queen was also too large to do the ceremonial kneeling before the Hegemon, leading to Not'Zar craning his neck upwards when addressing the queen, which he has played off. "We are pleased at this arrangement." Overlord Yil said. She was otherwise almost entirely silent outside brief affirmations during the Ceremony. The Vaurca communicated with themselves via their antenna twitching, which is only understandable by other Vaurca. Some Lords felt affronted by Vaurcans rebuffing small talk or conversing during the ceremony, but Lord Azirua of New Skalamar who was in attendance summarized the view of the assembly, saying: Most of us are concerned at the ability of the Vaurca to integrate into our society. They have no language and are refugees from a great conflict with the Lii'dra that we are now apart of. They have no language, but can adopt ours. They have no civilization but the imaginations of their videogame. I cannot see Vaurcan adjusting well of the lifestyles of terrestrial civilization. But the Lord-Regent speaks for the Hegemon, so it's not our place to resist this decision. At the very least we can treat them better than the humans do, and reap the rewards of their patronage. Time will tell how they integrate into the Hegemony.

The Lord-Regent has promised to address the many complaints and disputes that has overtaken the nobility of the Hegemony over the future of Moghes. The edict mentions specifically three major policy choices that powerful factions have made the dominate choices for imperial policy over the next decade, but due to the current state of the Hegemony's finances everyone involves has been frank about the fact that only one of the proposals can be chosen. This truth has made the Lords of Moghes unusually fervent in lobbying the Lord-Regent for his approval. These policy decisions are, in short: 1) The construction of terraforming equipment across Moghes to repair the planet's climate and halt the advance of the Wasteland. 2) The expansion of the navy and colonization efforts to begin colonizing unoccupied planets and annex inhabited worlds where suitable. 3) The mass relocation of Moghes' Hegemonic population, industry, commerce, and infrastructure to Ouerea. The faction of leading guildmasters and business leaders support the terraforming of Moghes, advocating that contracting Hephaestus Industries to work with local construction Guilds would repair the critical levels of ecological collapse on Moghes while also providing tens of thousands of jobs to unemployed Unathi. Leaders within the Hegemony Navy, including the Lord-Admiral's Yizarus, have long pressured the expansion of the Hegemony's borders to seize planets and settlements in the frontier around Uueoa-Esa, using their resources to fuel the Hegemony. This position is also being pushed by High Priest Many other lords within the aristocracy, including the influential Overlord of Ouerea, have put forth the proposal of the mass evacuation of 'vital' population of Moghes to its sister planet, which would be established as the new planetary capital and homeworld of the sinta'unathi. This one is not a true policy change as it is continuing the current policy - Ouerea has already seen a population explosion and has been struggling to accommodate its explosive growth, leading to planet leaders lobbying for further investment. Over a hundred delegates are traveling to Skalamar to attend the assembly which will take place in the grand hall of the Izweski Citadel. Despite tensions between the Izweski family and the Maraziite Order, High Priest Unzi is believed to be in attendance. Debate and disagreements have consumed Skalamar today as the Hegemonic Assembly continues their deliberations on the future of Sinta'Unathi. The assembly has been divided into three factions which have gridlocked progress. The militarist faction, lead by Lord-Admiral Trazarial Yizarus, has dominated the floor of the assembly and has gained traction is pushing the concept of Piezi'rik, or 'living-space', for the Sinta'Unathi people. Yizarus laid out his claims and justifications when he had the floor of the assembly. "Time and time again the dominant force of the galaxy, mankind, has proven that they will mercilessly exploit the weak to benefit the strong. We must adopt the reality of the galaxy to ensure the survival of our species. Our homeworld has been decimated and cannot sustain our people. As much as it pains us, we must push outwards and secure ourselves the territory, industry, and living-space required for a strong interstellar nation. The frontier human settlement around us are scattered, weak, and unable to govern themselves. The fertile plains of New Yishu's world; the decayed and abandoned mining operations of the New Berlin settlements in their asteroid fields; they have the resources to sustain a greater empire, but in their bickering they are of use to no one. We must make use of these territories for our own purposes, and accommodate the native xeno populations into a proper civilized society so that they will find their own worth and status as cogs in the great engine of Sinta'Unathi industry." Yizarus then called for a massive expansion of the Hegemony Navy, proposing the commissioning of 9 new fleets and the accelerated construction of the 3 new Cataclysm-class vessels being built in orbit of Moghes. To do this he has also suggested centralizing the military entirely, conscripting all Sinta'Unathi men into a single imperial army and abolishing the ancient practices of raising levys. The arguments have been rejected by the Terraforming faction and the Evacuation factions, who have expressed doubt that the Hegemony could simple seize entire star systems without expecting reprisals. Guildmaster Azaiba Tri'zar, who owns a monopoly of Moghes' aquaculture industries, has argued feverishly for commissioning Haephestus Industries and the K'lax subjects to work on a massive terraforming project to stabilize Moghes' climate and revert the catastrophic damage from the Contact War. "All across Moghes we have hordes of refugees spilling forth to our gates. Hundreds of thousands of sinta'unathi are fleeing the desolation and inhospitable Wasteland that is wiping clean the history of our homeworld. But our cities are modern marvels and we have technological and industrial might unfathomable to anyone in the entire history of our species. The human xenos in their thirst for dominance ravaged the climate of their own homeworld, but through the technology of terraforming they have made their homeworld habitable and stable once again. In only a century Moghes could once more be a gleaming green gem. And in that time this great project would employ thousand and thousands of Sinta'unathi desperate for work." Ouerean Tarkart Yiztek, as well as the various Lords of the colony, have pushed the Evacuation argument onto the floor. As Overlord, Yiztek was granted the most time on the floor of the Assembly, where he argued about the 'great reset' of the Sinta'Unathi. "We have been blessed by the Lord Sk'akh with this second garden within our system. All other factions have their homeworld as a single bastion of life within the dead sea of space. We are unique in having two habitable planets within our system, blessed by the glory of the Burning Mother. We cannot squander this chance. Ouerea is a fertile, fresh slate upon which to build a mighty empire. Is the Hegemony merely a concept within the confines of Moghes? Must we spend all of the great wealth of potential of our system and people to save that which cannot be saved? Rather than keep our dying world on life support, we must be pragmatic. The fierce and passionate debates that had locked down the Hegemonic Assembly has been broken today as the terraforming faction has managed to break the gridlock following a surprise speech by Overlord Za'Akaix'Tzizoya K'lax. Debate had been raging over the entire night between the 318 attendants - various lords, Overlords, priests, and Guildmasters - with the three clear divisions between terraforming, military expansion, and mass relocation unable to sway a decisive number of Sinta to their side. We vote thus because we have accepted an oath of fealty, to prove true and leal service to the Hegemon and to his representative the Lord-Regent for as long as they'll have us, including our good offices and our good counsel. In our mad lust for power and dominance, we disregarded our planet's health and well-being in favor of exploiting it more and more ruthlessly, until its milk ran so far as blood and it could bear with us no more. Despite the dispassionate tone from the xeno, the core message is said to have resonated deeply with the Unathi nobles present. After the floor was ceded, Lord-Regent Izweski took the floor. "We do not abandon our elders when they are sick and frail, we do not abandon the wounded to their fate like common animals; we do not neglect our parents or ignore our ancestors. Moghes is our mother, our father, our home. If we do not save our home and secure the soil on which we have built our civilization on for thousands of years then we would become forsaken by our ancestors. We cannot become collective Guwandi and find honor in the death of our species. We must secure the castle [of moghes] and make it stronger, bolder, and grander than any in the galaxy." The Assembly quickly found a majority approving the Lord-Regent's course of action, and Not'Zar Izweski has already announced that the imperial government will begin negotiations with Hephaestus Industries and the Sol Alliance to secure vital terraforming technology and equipment. Construction on all but one Cataclysm-class ship has been suspended and the funds and materials are being funneled into projects to begin constructing the foundational infrastructure across Moghes. Terraforming technology is a human technology that is immensely expensive, and all known aspects have required an AI overseer that can manage a planet's climate far more effectively than people. Some have expressed concern about allowing an AI to control the weather across Moghes, but for now the Lord-Regent has cemented his plans.

Preparations for the Moghean Restoration Initiative, also known as Project 1, have completed. 990 billion credits have been allocated to be spent over the next 10 years to be allocated to necessary projects chosen by 12 members of the Imperial Office of Sustainability. The imperial government has summoned levy's from various Lords on Moghes, totaling 5,400 fighting men, to defend over 100 construction sites in the Wasteland. "The soldiers are being deployed in Izweski territory that was lost to the Wasteland. They are there to remove dangerous bandits and squatters and defend the workforce." Lord Azirz Yi'zaki, a leader in the IOS said. Over 12,000 Sinta'Unathi have signed up to work with the dozen private Guilds contracted by the government to do the construction work. In addition 900 K'lax Vaurca have been appropriated. The K'lax vassals offered several more thousand cheap Vaurcan bound drones to assist in the project but the Lord-Regent declined this larger workforce, citing a wish to create employment for Sinta. "Right now the employment isn't rosy," a Guildmaster said in an interview, "it's a lot of shoveling sand and digging ditches. There are many fancy machines which seed the atmosphere with rainclouds or whatever else we need, but we still need to drastically reshape the surface to hold back the desert, remove the radiation from the soil, and bring life back to the sand dunes. We are rehabilitating the planet." Current projects include redirecting and re-purposing aquifer for better water management, establishing seed banks, reintroducing selected species, countering erosion through terracing and other measures, enriching the soil with nutrients, and planting trees. With the typically flat plains making up most of Moghes' interior, construction of windbreaks will also be common. However analysts have warned that not all the consequences of this project will be positive or predictable. Benefits will of course include increased rainfall, the cooling of the planet, and shrinking of the Wasteland. Disadvantages may be the immense cost of the project; the current proposal only counts the up-front costs. A new decree by the Lord-Regent has sparked intense debate and controversy throughout the Hegemony. The new law has taken away the power of Clan Leaders to Guwan members of their own clan unless they receive approval from an imperial court. A Guwan, loosely translated to 'dishonored and clanless', is a Unathi who has been stripped of their clan or were born without a clan. Almost all of them committed some form of crime or dishonor that made their Clan Leader or Clan Lord exile them. "Our cities are swelling with a population of Guwan, many of whom are forever forbidden from contributing to our Empire due to their status," Lord-Regent Not'zar Izweski said on the decree, "the unilateral power of Clan Lords to Guwan members of their Clan has become a way to squash dissent. A father should not abandon his son or daughter just because of mistakes they have made that offend their own personal judgement. We need to ensure that every Guwan is made such through a sound legal argument. This decree will strengthen our families and Clans by ensuring we all move forward together despite any differences." The decree has caused an uproar from Lords and Guildmasters throughout Moghes and Ouerea, and many have demanded the decree be immediately revoked. Guildmaster Azaiba Tri'zar, who owns a monopoly of aquaculture industry on Moghes, spoke out against the decree, saying: "Clans have had the independence in their own family matters for thousands of years. A judge with no ties to my family has zero place telling me how to run my family. This is a grievous violation of the very concept of a Clan-Leader. A Clan should not be forced to suffer humiliation and embarrassment by someone who behaves like a Guwan. The Lord-Regent is forcing us to share our homes with drug addicts, murderers, wife-abusers, adulterers, and criminals and forbidding us from evicting them. Just because the Izweski surround themselves with Guwan does not mean it is right for everyone else." Ouerean Overlord Tarkart Yiztek has also expressed alarm at the move while signalling that he would not be enforcing it. "You cannot just demolish thousands of years of tradition. Clans need the ability to police their own affairs or the social order will begin to break down. What is the point of tradition, customs, and honor if there are no consequences for abusing them? I'm not going to allow an imperial judge tell my vassals that they must share their homes with degenerates. They are Guwan for a reason." The Guwan population on Moghes has risen exponentially since the Contact War. Many Clans found their lands made inhospitable by the wasteland while those with habitable lands to their name were unable to defend their titles against usurpers. Studies have shown that most Guwan are drug addicts while making up a super-majority of prison populations. Angry nobles and Guildmasters have announced that they are preparing to convene in a Second Hegemonic Assembly to debate this new decree. The new assembly has not been called for or approved by the Lord-Regent, so it is unclear what legal ground the assembly has.
