IA Offices on Forums -- Extended Internal Affairs Work System

Okay so I pitched this idea to ForgottenTraveller and he wanted me to put it here to see what you all thought.

Essentially, either in the IC forum section, or maybe a new place that's public like in the Central Command area, people that have Internal Affairs characters could setup an 'office' for said character. Essentially, an office could be either a CCIA-formatted thing, so there is minimal customization for people, just to help keep things standardized -- or it could be completely up to the player how to make it look, but would have to list some basic required details.

The point of said office would be to provide this player/their IAA Character a location to take on long-term investigations, for example:

X Crewmember is a really 'bad' crew member, anti-NT, rude, the whole shebam. Station Command is too busy to handle them in round, and the hapless Y Crewmember doesn't have the right role or resources to gather enough info to file a decent incident report.

So, Y Crewmember goes onto the forums, and finds 'Internal Affairs Office: Agent Zion Thrusk' , they make a post there requesting to be contacted by the Agent to help file a report.

Agent Thrusk then PMs/Discords/ByondPMs Y Crewmember in an IC format, and they have a short discussion on the situation.

Agent Thrusk then contacts the player of X Crewmember to ask if they were antag in any of the previous rounds listed, and then contacts CCIA to tell them that he is opening up an extended investigation of X Crewmember.

Agent Thrusk then joins whenever he wants to when X Crewmember is onboard, and can continue his investigation over multiple rounds.

After gathering all the information necessary, Agent Thrusk either files the IR on behalf of Y Crewmember, or advises Y Crewmember that there is not reasonable evidence to file an IR.

Essentially, this would help serve as a filter making sure that CCIA only see IRs that have been heavily reviewed first (although this would 100% be an optional path for crew to take, not mandatory for them to do before filing an IR), as well as give current IAAs a better feeling of permanence. It could also serve as a resolution system for issues that are too small for CCIA to step into, but annoying enough to bother crew.

To ensure no abuse happens on the IAAs part, there could be some simple rules:

- CCIA must be informed when a long-term investigation starts

- The player being investigated must confirm their actions were not antag related

- The IA Agent must keep all records in an easily shareable format (google docs?) so that CCIA can view them if needed
