Why is your character carrying said item to work?While Zhilin is not strictly illiterate when it comes to Tau-Ceti Basic's written form, his knowledge is riddled with holes to the point that except for things directly affiliated with his job as miner, such as shuttle consoles, crew manifests and his PDA functions in general, etc, he needs an aid, so he bought a book because he has no clue if he's introduced to anything new.

Item function(s):It doesn't work as a traditional spaceman book, if you use it in your hand then to the user it displays the message "you start looking through the dictionary, it appears to be filled with translations of Tau-Ceti basic for Tajaran users, it does not seem particularly benevolent to humans who might want to use it to read Siik'maas."

Anyone who can see the user gets a message saying "[user] starts flipping through the Siik'maas-Tau Ceti Basic dictionary."

The book also needs to be of "normal" size, or merely too big to fit in the pocket.

Item description:A hefty dictionary with a simple design on the cover, it seems to be for translations, there's a label on the back denoting that it belongs to a Zhilin Vadim.

Item appearance:Something like this, if the sprite could be angled like the image except on its side, that'd be appreciated.

How will you use this to better interact with crew and/or stimulate RP? Zhilin generally can't wear his hardsuit and carry the book at the same time while he's out and about, so he'd be inclined to leave it lying around while mining, where others can potentially peruse it, while station-side he'll also be carrying it around and generally going through it if anyone attempts to give him a form, note, or just PDA's him, both of these serve to make his lack of competency around Tau-Ceti basic's written language evident to anyone who's in the vicinity at the time.

Additional comments:I imagine literacy isn't a huge concern for miners if they can understand what's important.

I really Really like the idea of this custom item. I think the entire concept is very realistic and I don't see how it could possibly impact RP in a negative way, I want to see a Shaft Miner flipping through a dictionary.

As for the notes. You only have to be able to speak and i'll assume understand spoken Basic without translation software, it doesn't say you need to be able to read it or write it fluently, you can assume for specific jobs you would absolutely have to, but all a Miner would need to write is a 'Mineral Manifest' or whatever it's called, right? All that takes is signing your name and numbers, So I don't see why not.
